If you listen or read it, I think Dan is saying three things: 1.) Phillips was in Washington on purpose to run the MC charade from there, 2.) The cover story guys he arranged to have in place well in advance 3.) Anne Goodpasture was likely in on it, but she was really slick.
BTW, note the press release by the DRE the very night of the assassination! That story is picked up the next day by the major media. While, as I said, Ed Butler in in Washington with Dodd and the SISS. Let none say Jim Garrison was not on to something.
