A former Tory cabinet minister is to be questioned by detectives after a video filmed at an underage sex party was seized by police.
The video, along with a number of photographs, allegedly places the ex-MP, a household name, at a depraved orgy organised by a paedophile.
The photographs were seized from a known child sex offender earlier this year and the video is believed to have come from another source.
The veteran Tory, who we cannot name for legal reasons, is understood to deny any wrongdoing. But an alleged victim, who claims to have been at the event three decades ago, has come forward.
Detectives used pictures of the alleged victim when he was a boy to cross reference with those of him at the party.
Sources close to the investigation have made known the shocking new revelations to the Sunday Mirror and investigative news website Exaro.
We previously revealed that the former minister was being investigated by detectives over allegations of child abuse.
The key witness said: "The police tell me that they have photographic evidence that I went to these parties. They have a photograph of me as a child, and it matched some other photographs that they have of me. They have a bit of film as well."
Officers are due to begin a separate operation in the New Year into the sex party allegations as a spin-off from Operation Fairbank, which last year looked into allegations of abuse by politicians at the Elm Guest House in south west London.
While the video and photographs allegedly place the ex-minister and the victim at a party where boys were supplied to men, they do not prove that the former politician carried out any abuse.
But one source, a specialist in child protection, said: "This is potentially bombshell stuff. I have long been aware of the fact that these parties took place in London. This could be very significant."
Detectives believe that some of the sex parties some of which are believed to have been attended by paedophiles Jimmy Savile and MP Cyril Smith were organised by Britain's most notorious child abuser, Sidney Cooke, as we revealed in February.
Cooke led the ring of four jailed for killing Jason Swift in Hackney, East London, after gang-raping him in 1984.
The alleged victim claims he was *trafficked, along with other children, to Holland by Cooke's gang.
Scotland Yard's paedophile unit has been working with Dutch police, and an officer from Amsterdam attended an interview by Met detectives with the key witness.
The Sunday Mirror told in February how the minister had been photographed by police in 1986 entering a property where one of the sex parties was being held, but no arrests were made.
Cooke, now 86, would pick up the unsuspecting teenage boys from streets around Kings Cross. He would drive them to places across North London where paedophiles lay in wait to rape them repeatedly.
A former officer, who worked on Operation Orchid which convicted Cooke and his gang, claimed they had taken pictures of the minister and that 16 members of an alleged VIP paedophile ring were due to be arrested.
But the day before the arrests were to be carried out, detectives were told the operation had been disbanded.
Scotland Yard said they would not comment on an on-going investigation.

As one delves into reports of child sex abuse and "history" in care homes and schools where abuse is alleged to have taken place it has been my experience that, after the initial complaint, wave upon wave of victims' suddenly appear through several doors with claims about having been the subject of disgusting rituals and anal rape. The allegations don't always stand up, but there remains a part of the blogosphere convinced that any suggestion of witness falsehood represents prima facie evidence of being "a supporter of paedophilia".
Such is the wisdom of crowds, but it isn't real: it's just more media-whipped lynch think. The fact is that those at or near the Underclass of society are not beneath making a bob or two if there is a guilty and/or naive local council around….or a police force intent on fitting up a disc jockey. As I've written before, the key is to interview the "early call" victims and discern motive. Happily, in a good proportion of cases, you can tell if someone is genuinely after justice, or twelve grand from the Sun.
Two cases where it seems the complainant motive has nothing to do with money are out there in the media at the moment. The first involves the release of papers under the 30-year rule relating to the infamous Kincora Boys Home in northern Ireland. The papers are interesting because they once again point the finger of guilt at Sir Michael Havers QC, then (1982) the Attorney General. The main odd bits concern a meeting Havers had with Secretary of State Jim Prior, the Lord Chancellor Quintin Hogg, and Sir William Bourne, a barrister and senior civil servant at the time.
As you'd imagine, several of the files have been redacted with key papers removed while one file "couldn't be found" but there's enough in what's left to satisfy the objective mind that Havers was a law officer who believed in defending the ruling class come what may. It seems Sir Michael had learned from the Ulster cops that one very senior chap had been acquitted at a Kincora trial on the basis of perjured evidence….and had then in turn protected his circle by giving a false alibi at a sensational child-murder trial. 10-year-old Brian McDermott was discovered in a sack in the River Lagan in September, 1973. And although nobody was convicted of the offence, Havers makes it clear in the 1982 meeting that the RUC's recommendation for accusation had been spiked. The murderer walked free.
Now this isn't wild Madeleine McCann stuff. Here, the motive isn't money, but the protection of the State…a dimension I have believed from Day One drives at least some major cover-ups of political or governmental sex perversion. Havers appears to have been deeply involved during the same year in an operation to cripple the police enquiry into what we know today as the Elm House scandal.
In a bid to stop that happening (I was told two years ago) the police involved in the very first 1982 enquiry leaked the news out into the media the second they'd raided the premises. Several titles gleefully ran the story, quoting a raid on a guest house in Rocks Lane, Barnes' by 60 officers who'd found hard child-porn mags, whips, chains, ropes…and two little boys being used as child prostitutes'.
Crucially, the papers also said detectives were investigating the disappearance/murder of eight-year old Vishal Mehrotra and fifteen-year old Martin Allen in connection with activities at Elm house.
At this point, one has to apply common sense as well as logic as follows:
1. The police wouldn't have turned up mob-handed if they thought this was a fairy-tale.
2. To leak details that early to the media in those days was something of a rarity, and suggests the evidence they had was highly radioactive to the Establishment. It also gives some suggestion that the Metknew from what they'd found at Elm House that those among "the very highest in the Land" had been at the House during the parties there.
3. They had two witnesses well under age of course, but apparently in something of a state. There was little doubt in the minds of the key officers involved that they were in the presence of the most appallingly depraved sexual sadism enacted upon defenceless children whose lives had already been pretty ghastly.
4. Crucially, this was being presented as a murder case.
I have (again) said from the start that real paedophilia outside the family home the sexual bullying psychopathic form practised on pre-pubescent children is incredibly rare when set against the crime as a whole. But as the 1962 Moors Murders showed it is vital to nip it in the bud, as it often ends up in serial child-killing.
I also have a theory that those who crave power and control will tend to have a similar psychography to those who need control over the sexual victim. So it isn't at all surprising that there is a correlation between the child sex abuse and senior office…or indeed, that it is usually covered up.
It would seem sensible to at least speculate that the original Elm House police raid feared a cover-up because they had a senior Cabinet Minister on film. It is reasonable because we now know that this man has only very recently accepted that he is the man in the video. He claims (I understand) that he was there but didn't inhale, which of course he would say.
The raid took place on 7th August 1982. In June 1983, Leon Brittan was promoted to the post of Home Secretary. Soon afterwards, Geoffrey Dickinson MP gave Brittan a dossier on the case. It disappeared.
Over the last year or so, I have been asked by quite well-meaning individuals "when you're going to stop this kiddy-fiddling obsession and get back to writing about the big issues".
The thing such critics don't get, I'm afraid, is that to me this kind of sex-crime is nothing more than a cultural symptom especially the regularity with which it is covered up. The low incidence of it (while important to grasp if one is to stop Williams-Thomas paedo-hysteria getting out of control) is irrelevant: if the Establishment beyond the security services will allow life-scarring abuse and serial killing of children to go undetected, then that Establishment is depraved, and its Caligulistas must be hunted down and put behind bars forever. Not out of revenge, but because people that insanely corrupt represent a danger to society.
I will furnish two further factors in relation to that view. The cover-up enabled one of the politicians involved to turn a blind eye to child trafficking and "trips abroad" which, in one case, resulted in tragedy. Equally, in an instance of truly foul irony, a senior Minister then tried to use information he had covered up to falsely smear another Cabinet Member. That resulted in a resignation and a political crisis….and a compromise of our defence capabilities.
Sociopathy in high places is my main concern here: while horrified by some of the evidence I've been shown over time of the damage this tiny minority of sick people do, my obsession isn't with paedophilia: it's with the perversion and suppression of the Rule of Law. Because in the end, it only makes the day of reckoning worse. If observers cannot grasp the parallel between this and rigged investment markets allowed to go unpunished for a decade, then I sympathise with their lack of insight….but they're clearly at the wrong site.

The second case concerns a feeder prep-school to Eton, where in a bizarre coincidence London Mayor Boris Johnson was once a prisoner, sorry, pupil. The boarding school where Boris Johnson was taught - Ashdown House preparatory is being sued by former students over claims of widespread sexual abuse by two teachers who allegedly subjected small boys to horrific' attacks in the 1970s.
The Mail reported earlier this week that the school is now facing a wave of compensation claims from its former pupils', but for once there isn't a search for munneee involved: the litigants claim in a note circulated by email that, The reason why we have decided to do this so late on is that it has come to light that sexual and physical abuse was rife between 1970 and 1980, and from more than one teacher at the school. To make matters worse it is now apparent the school was aware of these events, albeit not fully, but chose not to do anything about it. The effects of this abuse has (sic) damaged a number of pupils long into adulthood and it is felt among us that, as part of the healing process, it is important for us to take our power back and take action against such damaging and horrendous actions.'
Now if they're as good as their word and want justice not dosh then this too is the sort of case that should be taken up with enthusiasm by the authorities: boarding schools are a classic hiding-place for paedophiles, long-term mental damage has been done, and the school allegedly swept it under the carpet for purely commercial reasons…ie, the obvious danger of losing fee income from anxious parents. It's another form of corruption, but it's pretty much the same thing.
One wonders how BoJo will respond if asked about this case. It would be hilariously funny (but highly unlikely) to hear the Mayor calling the accusations "just a lot of Old Etonian Right-Wing poppycock". And while the school is in Sussex and thus beyond his remit, Mr Johnson is of course ultimately in control of what happens about the latest attempt, three decades on, to reopen, close, reveal or cover up what really went on at Elm House when there were indeed at least two criminal perverts dangerously close to Margaret Thatcher.
Doris continues to claim that things are going "most satisfactorily" on the Elm House enquiry. But with a year gone by now and nothing to show for it, that line is wearing as thin as the Mayor himself would doubtless like to be.

Lauren, I guess you know there is an old history of the CIA setting honeytraps in Washington brothels for blackmail purposes for senators, Pentagon generals etc. We can easily extend this to paedo clubs too. The more potentially shocking to the public, the more the target becomes compliant.

There are dark stories that two VIPs caught in that particular trap included a serving British Prime Minister and a Home Secretary, plus countless political "players" in Northern Ireland during the "troubles" there.

David, the inferences I have been drawing from many of the posts here is that there are a lot of very powerful people who are slurping up lots of honey from the pot without the slightest fear of being entrapped. Then of course there is the Maloney video. The Queen? Jeebers.

The former Labour Cabinet minister Patricia Hewitt allegedly backed calls for the age of consent to be reduced to as low as 10.

The allegation came after the controversy over the links between the National Council of Civil Liberties (NCCL) and the Paedophile Information Exchange (PIE) was reignited by a report in The Sun.
It claimed that a meeting in February 1976 of the NCCL's executive committee, which was attended by Ms Hewitt and Jack Dromey, the shadow police minister, agreed that the council should propose lowering the minimum age for sex to 14, or 10 in certain circumstances.
It also emerged that an NCCL press release was issued a month later which called for a reduction in the age of consent and the legalisation of incest. Ms Hewitt was general secretary of the organisation from 1974 to 1983.
According to The Sun, the press release from March 1976 read: "NCCL proposes that the age of consent should be lowered to 14, with special provision for situations where the partners are close in age or where the consent of a child over ten can be proved."
The document, which relates to an NCCL report on sexual law reformed, also says: "The report argues that the crime of incest should be abolished.
Last night Ms Hewitt did not deny the broke her silence to apologise for the NCCL's connection to the paedophile rights group and said that, as general secretary at the time, she took responsibility for mistakes that were made.
Her comments put pressure on Harriet Harman, the deputy Labour leader, who became the NCCL legal officer in 1978. Ms Harman has expressed regrets over the ties to the "vile" PIE, but said she had nothing to apologise for.

He said: "I did not agree with the proposal in February 1976 to lower the age of consent.
"When elected chairman of NCCL weeks later, I made it clear that my first priority would be to take on the child sex abusers of PIE. I then defeated them by a massive majority at the annual conference in April.
"My stand was denounced in a leaflet distributed by PIE to the delegates to the conference. I closed the conference saying that we had to protect children from sexual abuse and that adults guilty of sexual abuse were the lowest of the low. I was throughout a resolute opponent of a vile organisation."



The Slog says it like it is again. The decision to persecute BBC DJ Dave Lee Travis for the second time on two offences (recently thrown out by the Jury the first time around) is simply cynical politics as usual -- and undoubtedly designed to deflect attention away from the far more serious cases puttering along the back waters of the river that goes nowhere, namely the plod's Elm Guest House paedo investigation. Too many VIPs pols and others involved in that that case don't you know.

Had PIE's insane ideas about lowering the age of consent to 5 years old been taken forward, no doubt these days every website would be adorned with child pin-ups. The one above Alice Love has infants in come-on poses plastered all over its home page. It's not hidden: it's up there and out there: no trumpeted Prime Ministerial deal with ISPs is necessary to find it.
In late 1960s/early 1970s Britain, a remarkable trend was under way to suggest that everything was normal and should be tolerated. It came from the bourgeois liberal/Left…and was exploited by the nice-shoes wearers of the Hard Right Monday Club. The end result was something that both major political Parties (and Leon Brittan intimate Nick Clegg) are desperate for the electorate not to grasp or, if they already know, to forget it.
The Daily Mail last week, in classic style, hammered away at the coven in the NCCL. Somehow, it managed not to mention the odd case of Leftwing Tory Peter Bottomley being in the Rightwing Monday Club. Yes, of course the Dacre Mail has an agenda. But left's face it, thus far the Liberty Troika are not coming out of it awfully well.
The double-talk from Labour's 1970s fluffies continues. You-can-do-it if you Patricia Hewitt kicks off with the lame excuse that she's "been away for 12 days" in order to explain her silence. But she has now issued a statement.
In it, Hewitt says the NCCL was "naive" over its links with the Paedophile Information Exchange (PIE), butshe had never condoned the "vile crimes" of paedophiles.
Well hang on a minute duckie, the clue's in the name isn't it? Paedofile information etc? In an unrelated event, the Prime Minister said he had been naive about his links to Newscorp hackers, but he had never condoned the vile crime of phone hacking.
Ludicrous doubletalk. And Jack Droney is repeating that he has repeatedly condemned paedophiles repetitively in the past over and over again repeatedly in the media and Labour Party publications lots of times repeatedly. Except, um, he hasn't issued any evidence of these 24/7 repeats yet, as such.
What real paedophiles do is this: they go to jobs, careers, sites and forums to gain access to infants because they're convinced that people under four feet tall just can't wait to get started in the rumpy-pumpy business. They think this because they are deranged to varying degrees.
In reality, there are not that many of them per 000 of population. But there are plenty of sites catering for their needs. Alice Love boasts of its readership as follows:

Now I realise this might just be me thinking things are easier than they seem, but I'd like to address some questions to a few of the key players in the Sex Crime industry that is mushrooming in Britain, just as the Race Relations career did fifty years ago:
1. Tell me Metropolitan Police, are your mediaeval surveillance techniques up to monitoring this site and tracing those who put sleazy posts up there about what a great bloke Tom O'Carroll was? Or are you too busy tailing homosexually harmless DJ Paul Gambaccini to get round to the 6,600 mainstream? Or put another way Met Plod, what first attracted you to celebrity Dave Lee Travis?
2. Can you explain to me, dear Miranda Moore QC, why shovelling public money at the pointless task of another bite from DLT's cherry is valid when (a) the guy clearly is not a paedophile in any sense of the word, and (b) there are 6,600 potentially dangerous pervs out there who obviously are? Could it be high-profile cases that are politically motivated pay more…and celebrity cases are good for a person's fame-fee escalation?
3. Hello cps, any chance of an FOI request revealing who took the decision to continue the disgraceful harassment of a 70′s groper?
