Being in close proximity would allow the controllers to test the viability of the operation and tweak it. Remember, at that date the feasibility of the operation was still optional and didn't have the huge consequences it would after the coup. If the program was intended for foreign espionage it would be less likely the Soviets would have access to American school records. Bringing the two operatives close to each other would allow the controllers to see if it worked. To see if people could immediately detect the ruse or any other operational nuance.

You make a great point Albert.... today we can access most any info in a minute... at that time and for the purposes outlined (create plausible backstories for CIA assets) we simply do not know what the "plan's" ultimate purpose was...
When a cursory look is done we find a normal child turned into a disgruntled communist for a number of reasons. Whether our Oswalds were to spy on us or them or allow LEE to move about more freely we simply do not know.
One thing is for sure though, the evidence gathered from 1952 on highly suggests the existence of two separate people performing activities at the same time but in different places.
If anyone can explain the thinking of JJ Angleton, have at it - Hoover and his FBI had no choice but to cooperate.. it is only after Oswald becomes the patsy that his earlier life's records need to be removed
Why does Hoover send 2 FBI agents to Stripling to TAKE Oswald's Jr High record - on Saturday Nov 23rd? and question Pfisterer's personnel that next week when he needs to run the investigation ino JFKs death?

You should also consider the possibility that part of the Lee/Harvey story was a creation of whoever sent Oswald to Russia in the first place. Perhaps the truant and disaffected youth stories are legends designed to make Oswald seem more likely to be a true defector.

Funny thing is I am reading Joan Mellen's book "A Farewell To Justice" (updated edition) and decided to see if JVB's name is mentioned anywhere in this book, and guess what, not one single mention anywhere by one of the most, or better yet THE most thorough Garrison / New Orleans chapter investigator (well in my opinion anyway).
I decided to email her and she confirmed to me via email two days ago and I quote a small part of that email:
''In all the years I spent in the state of Louisiana, not only in New Orleans, but north of Baton Rouge too, I never heard so much as a mention of Judyth Vary Baker.
Her name does not appear in the papers of the Garrison investigation anywhere''
Case closed as far as I am concerned, unless you show me irrefutable proof!

Does she offer an address for this time period in her book? Which bus # did she take with him? Is there not a single bus driver who was ever asked about these two love birds on thier buses?

Below this is the only piece of physical evidence offered to prove she was ever at Reily, her W-2, yet for some reason the form matches nothing used during the years before or after the 1963 change...
How come?

Can anyone locate IRS withholding form stock from any year that matches JVB's? It could be evidence that a later year's stock was forged.
Sort of like the rifle discrepancy if you know what I mean.

There are no forms where the wage info is below the person's name
