Looking at the video full screen from this link: http://willyloman.wordpress.com/2011/02/14/fox-nation-reports-fourth-rider-of-the-apocalypse-caught-on-tape-in-egypt-protest/ where the blogger suggests that it is lens flare...., it does definitely look like an aberration. Keep in mind we are talking about electronic lens in abnormal lighting with much natural flaring from other sources like flares, incendiaries, etc.
