Well...
I found the cable where the CIA tells them to send all info on DURAN... but #2 of this cable is to ask LITAMIL-9 about OSWALD
This would also be before ALVARADO shows up to tell his red-headed negro $6500 story...
It is also likely that LICOOKY-1 (June Cobb) was spreading lies about DURAN asap...

So let's keep playing this game....
On Nov 26th the MX CIA sends a message to HQ that the FBI has OSWALD registered at the HOTEL DEL COMERCIO
More importantly, he leaves on Oct 1 - according to FBI - which of course does not jive with the evidence that needed to be created later on
And finally... the FBI believes he took an ANAHUAC bus to Mexico City.
A few BIG problems with that...
How about an FBI report from the previous day showing negative results for ALL bus lines?
While the CIA/STATE Dept seems to have a good idea of what he did and where he was.... on the 23rd
Also on Nov 23rd the STATE DEPT via Amb MANN informs us that they have records which give different dates and different modes of transport...

LITAMIL-7 a secretary at the Cuban Embassy, received operational approval as an agent of Task Force W, Mexico City during 1962-1963.
LITAMIL-9 Cuban Cultural Attache in Mexico City, working as a double-agent for the CIA.
According to one CIA document, LITAMIL-9 made photo identifications for the LIONION surveillance project.
These are CIA assets spying on the Cuban embassy who do not support the CIA-based idea that OSWALD was ever there.
(if he wasn't there, he didn't travel there... the duh is silent)

If our theories are correct, Phillips used a Nicaraguan asset to tell a story about OSWALD which would lead to the blame placed on CASTRO
Over the course of a few days his story is ultimately shown as a farce... but it was PHILLIPS who shepherded him thru the entire way...
We know Prio and Somoza want to get rid of Castro... yet Alvarado's direct superior (Erthyroid-3) says he was unaware Alvarado was even in Mexico City...
Alvarado was also difficult to get off the Sept 17/18 date.... he was SURE...
ROGER CHANNEL is a secure Dept of STATE channel I believe and keeps things away from the FBI

Interesting that he was anti the Alliance for Progress from the start. And then LBJ appointed him into the directorship so he could essentially take it apart.

From what I've read, MANN and a small segment of the State Dept were with the CIA on this thing while the FBI and I&NS were told different stories.
Just like now, there was that distinct feeling of US V THEM.
Then again... 35 years hence, ARRB release "Trip to Mexico" :
