U.S. overseeing mysterious construction project in Israel - Magda Hassan - 09-12-2012 Synopsis: Added: Sep 17, 2012 3:48 pm The U.S. Army Corps of Engineers, Europe District plans to enter into a Firm Fixed Price (FFP) Contract for a Design-Bid-Build project for the construction of a below-grade facility consisting of five (5) levels and the construction of six (6) additional above grade buildings in Israel as follows: below-grade construction with a total area of approximately 11,800 square meters (three (3) levels of 3,800 square meters each and two (2) lower levels of 200 square meters each); two (2) energy buildings each with a 200 square meter basement and a 1,000 square meter ground floor; two (2) system buildings each of 220 square meters that feed the underground building through shafts; an emergency stairway; a main entrance building of approximately 100 square meters; and site development which includes earth work, paving, and parking lot. The proposed facilities construction will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. The contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States firms only, in accordance with 41 U.S.C 421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in this solicitation must be U.S. firms. Any joint-venture must be with another U.S. firm. Responses are desired from firms who can demonstrate recent experience and good past performance in construction of similar facilities. The qualifications of the construction firm along with the submitted price will be evaluated by the Government and award will be made to the overall Best Value. The estimated magnitude of construction is between $25,000,000 and $100,000,000. The maximum contract duration is 810 calendar days. This is an unrestricted procurement. The North American Industrial Classification System Code (NAICS) is 236220. The Government will post this synopsis, the solicitation, and all subsequent amendments through the Army Single Face to Industry (ASFI) Acquisition Business Web Site to the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site http://www.fedbizopps.gov. [The day they say everything 'changed'....is this facility to 'change' things further or to enforce that things stay 'changed'?!] Why are only US Contractors allowed to bid? What the **** is its purpose?....the only nice part I heard of were the picnic tables. The rest is certainly sinister in the extreme! U.S. overseeing mysterious construction project in Israel - Lauren Johnson - 09-12-2012 Magda, I saw a lot of the usual IDF presence especially of course in Palestine--IDF soldiers chasing kids in Hebron, the usual swearing in ceremony of the various IDF new recruits at the Western Wall just before the beginning of the Sabbath. etc. I saw no USA military units. What I did see was the broken glass left over from some Navy Seals blowing off a little steam at our hotel in Haifa. "Glass everywhere." That's what I was told. I inferred they had just come of Syria; but that was just my feverish brain working. Sounds like the specifications for this place should include the cloning of Dr. Stranglove. The pricetag of a $100 million sounds laughable. Continuity of Government anyone? |
