No doubt. One sees clearly it is used in CIA/Military interrogations and likely is still being 'tested' at universities and hospitals and 'safe-houses' around the World. IMHO, it has been used operationally in several mind-controlled false-flag assassins and perhaps in many non false-flag ones that were not meant to be 'seen' publicly. As a sad side comment, I don't think any MSM news organization would even go so far today as they did in that video - after all, we now have a permanent 'war' and 'loose lips sink ships'.
