THE POLITICS OF CIA

In the media saturation of the fiftieth anniversary of the Kennedy assassination, Jim Garrison has been virtually ignored. His name is rarely mentioned in the profusion of articles or on the television programs cable or network about the assassination. Please allow me to suggest that the reason for Garrison's being ignored, despite his monumental contribution to investigating who was behind the murder of President Kennedy is Garrison's certainty that CIA stood behind the plotting of the assassination. In the corporate media, this view remains taboo.
My topic today is the political perspective, and values, of CIA, what policies it has pursued in its policy-making function, and what as an institution this Agency has stood for. What I've discovered in looking into the history of CIA is a concerted effort by this Agency to substitute itself for the elected government, executive and legislative branches both. If we look closely, we can observe CIA making policy far more blatantly than in the days when President Kennedy attempted to rein them in, and suffered the consequences.
CIA came to the forefront of my attention because of Jim Garrison's insight that CIA was behind the framing of Lee Harvey Oswald, and by inference behind the assassination of President Kennedy. To understand Jim Garrison's effort necessitated an exploration of what this Agency has stood for, and why it would feel so threatened by President Kennedy. In an effort to penetrate how power is exercised today in this period of permanent preemptive wars, I turned to learning what footprint CIA was leaving in our history.
When, with considerable reluctance, President Truman authorized the creation of a civilian intelligence agency, he seems to have believed that CIA would dedicate itself to collecting intelligence abroad for the security of the United States. Lurking in the weeds all the while with his own particular agenda was OSS veteran Allen Dulles, who set CIA on an entirely different path. With a chequered career as a Sullivan & Cromwell lawyer rich in Nazi clients, and despite his OSS credentials, Dulles would reveal an agenda that began with the re-arming of Germany.
Dulles shaped the new intelligence agency that he would not join as an employee for another four years. The new CIA would operate domestically, no matter what its charter said or implied. James Angleton admitted as much to the Church committee: CIA had operated domestically from its earliest days.
Dulles was about covert action and what David K. E. Bruce would call "King making," influencing and controlling the elections of what were called "friendly" countries. For so aggressive an approach, one that was paramilitary and favored murder and assassination, no less than black propaganda, a pretext was required. That of course was the Cold War and the necessity to thwart world communism, the credo propounded by Allen's brother, Secretary of State, John Foster Dulles.
So the public was sold the mythology that something called "world communism" was bent on fomenting revolutions (Stalin and his acolytes did their best to subvert any revolutionary change it noticed, as revolutionaries around the globe soon discovered). Today we have the "war on terror."
To remind this audience of what I'm certain it knows, even before the ink on the CIA charter was dry, CIA was involved in thwarting the victory of a coalition of socialists and communists in Italy. The Operation was called GLADIO and murder, assassination, black propaganda and sabotage, bribery and general anarchy were the means CIA employed.
Then, to legalize what had already been done, Allen Dulles stood figuratively over the shoulder of State Department officer George Kennan as he wrote up National Security Directive 10/2, endorsing all of the above methods. Later Kennan regretted his role in endorsing CIA's right to murder and make war. Kennan called 10/2 "the greatest mistake I ever made."
Armed by what it assumed was the authority to conduct every manner of warfare, CIA grew. Policy-making by the Agency was a given, as President Kennedy discovered to his intense displeasure. For years, CIA preferred to operate in secret.
By the new millennium CIA realized it possessed enough power no longer to conceal its political and military activities, but, rather, to flaunt them. CIA people appeared on battlefields. Today, we know more about CIA than we ever did because they conduct operations in the light of day. Meanwhile CIA remains less accountable to elected officials than ever.
In today's geopolitics the Agency stands behind a policy of pre-emptive strikes and actions. Presidents do the Agency's bidding, as Barack Obama did in his targeting the assassination of American citizen Anwar al-Awlaki and, two weeks later, the drone murder of his sixteen year old son and his cousin.
The other constant component of CIA policy is permanent war, a policy that serves the defense contractors whose interests CIA safeguards. CIA has its eye on the world's oil, and organizes its military operations to ensure that this oil, as well as all manner of other profit-enriching opportunities, remain available to U.S. corporations and interests.
Since the time of Allen Dulles, CIA has used the pronoun "us" and "we" ostensibly in reference to the United States, but actually meaning CIA, as if the two entities were one and the same.
The Agency is political, but its politics have nothing to do with conventional political parties, and cannot be defined in terms generally applied to these entities. CIA has long operated from the premise that there is no substantive difference between Democrats and Republicans. As long-time CIA general counsel Lawrence Houston explained to the Church Committee, from the earliest days, CIA had "put officers in both the Republican and Democratic parties."
After the Kennedy assassination, Richard Nixon feared CIA; he knew perfectly well that his being a Republican would do him no good should he interfere with them.
President Kennedy, as I wrote in the original version of "A Farewell to Justice," attempted to tame CIA and decrease its power and its budget. He attempted to reassign functions that had been assumed by CIA, down to the operation of Radio Swan in the Caribbean. All the while, CIA was scheming to consolidate its structure and extend its outreach and capabilities.
We know this because we have from the National Archives a 35 page CIA document (with several addenda) entitled "Final Report of Working Group on Organization and Activities." It dates from April 1962, the middle of the Kennedy presidency, and is signed by John McCone, as Director of Central Intelligence.
This document opens a window on CIA thinking, and how its shadow government, as President Truman put it, finally, a year later, was structured and revised. It reveals what plans CIA had for the future, even as President Kennedy was threatening the agency with his full wrath.
Among President Kennedy's plans to thwart CIA was to create a "Director of National Intelligence" to cut down the power of the Director of Central Intelligence, an idea he did not live to see implemented. (George W. Bush implemented it, another example of how CIA teaches us not to distinguish between Democrats and Republicans). Even in President Kennedy's time, CIA's power had gone far beyond the attempt of a mere president to scale it down.
Between January 3 and March 28 of 1962, CIA conducted 100 briefings with the State Department, White House, Defense Intelligence Agency, SAC, and the Pentagon. The "working group" was briefed by every major CIA component, with the exception of three divisions of the DD/P, which stood for Deputy Director for Plans, or clandestine services. The reason they were not debriefed was "because of the pressure of time."
This document offers us insight into CIA motivations, what the Agency wanted. Among its recommendations was "more effective support" to the Director of Central Intelligence. This would include the creation of a "Secretariat" that would assign responsibilities to each of the personal assistants to the DCI. They wanted the Comptroller's office to report directly to the DCI's office and receive "full authority for total fiscal control of the Agency."
This restructuring of the Agency was largely about centralization as a means of consolidating power and operating more effectively abroad. They wanted the DDCI and DCI to approve authority for all assignments to positions of Chief or Deputy Chief of offices. They wanted an increase in the size of the Inspector General's staff, and more frequent inspections of Agency units, the better to retain control within.
They wanted annual inspections of major operations and field stations. If this suggests accountability, CIA's accountability was entirely to its own upper echelons. Another suggestion was that the General Counsel's staff report directly to the office of the DCI.
The Working Group devotes considerable attention to CIA security. They recommend that "every effort should be made to minimize the amount of publicity that CIA receives." They want to cease giving background briefings to newspapermen, a suggestion that was NOT accepted. They determined that CIA should "give information to the press only where CIA has something which for operational reasons should be released on an unattributable basis." "No public speeches [should] be given by Agency officials."
They want to increase the power and size of the clandestine services. An example is a new organizational entity known as "Special Task Force Operations" that would report directly to the DD/P. This would be "the command mechanism for handling such projects as the Cuban operation which demands the creation of an organization from Agency-wide assets."
There is not so much as a nod to what the foreign policy of the United States involves; CIA is operating according to its own policies, which, for example, favor support of the military in Latin American countries where CIA could not be assured of its own control of the economy. Pinochet was preferable to Allende. You can observe this approach in the conversations between Michael J. P. Malone and David Atlee Phillips, his "Chivas Regal friend," and Malone and Raford Herbert, known within the Agency as "Ray," as they ponder which Latin American countries are deserving of American largesse in the form of loans, and which are not. (I describe these conversations in "The Great Game In Cuba.").
The working group recommends the creation of another office within the DD/P called "Paramilitary and Air Support Operations." This would develop CIA's capability for covert military and air support operations. Its chief would be located away from the CIA's headquarters building.
The head of this component would be drawn from the military service and be a "Senior Colonel or a Brigadier General with wartime paramilitary experience." Studying the politics of CIA, it is all too apparent that in the chain of power, the military takes its orders from the Agency, and not the other way around.
Already in 1962 we see CIA increasing its military capacities, those we would view full-blown in Afghanistan. They want to increase the "Air Proprietaries Branch" and examine "what may be needed in all parts of the world." We catch CIA preparing for the permanent war policy it would espouse in the twenty-first century.
The clandestine services are to re-examine its requirements for operational support from CIA's all-powerful Office of Security to relieve OS of "its more important responsibilities in regard to the security of CIA."
There are other hints of what was to come. One category of the discussion is labeled "War Plans" and it reads: "Because of the vital importance of war plans to the Agency's relations to the Joint Chiefs of Staff, we recommend that the War Plans Group receive direct support from the DDCI (Deputy Director of Central Intelligence) even though it should remain organizationally as part of the Central Support Staff of the DD/P.
You can see CIA replacing the military with itself, often using the military as cover, sometimes life-time cover, for its officers. A well-known example was General Edward Lansdale. Here CIA plans to facilitate US government support to the police in "friendly nations." They want to increase the police group in the CI staff.
They want the clandestine services to "centralize liaison with the Department of State. They want the DD/P to be informed of all meetings between an area division chief and his counterpart in the State Department. They want the clandestine services to inform State, Defense, the White House and USIA (information agency) "of black propaganda activities which otherwise might be misunderstood." Note that CIA is running its own show and deciding how many of its operations will be acknowledged. Note that CIA is expanding its oversight over the rest of the government.
As if they were their own government entity, CIA also has internal concerns. They decide that it is crucial that CIA personnel under Department of State cover make greater efforts to truly "live their cover." CIA allowances for rents, servants and entertainment should be "in line with comparable State Department allowances." The working group recommends that the Agency place "more and more" people under cover by the "legitimate method" of giving them a "normal career."
They decide to expand their activities in Latin America. If an operation is "not worth the Agency's support," then the project "should be abolished." It's up to CIA. Any intelligence sent to the White House should be evaluated first. (President Kennedy's name is not mentioned).
Given the focus on the clandestine services, they decide to abolish the Office of Operations and transfer the Contact Division to the DD/P, making it the nucleus of the Domestic Division. They will integrate the Foreign Documents Division and the Foreign Broadcast Information Division along the same lines. All security clearances would be centralized under the Office of Security, which would keep a "centralized index."
We can see traces of how CIA is already conducting the foreign policy of the United States, shortly to become apparent in Vietnam. A new Assistant to the DCI for Coordination and Intelligence Community Guidance would represent the DCI in "negotiations and discussions on intelligence matters with appropriate officials of foreign governments." This officer would also keep watch over "intelligence efforts of the community" to ensure that they "effectively support national policy." National policy is equated with CIA policy.
This new foreign policy officer will require his own group of officers, people "of particularly high caliber and broad experience." The memo notes "unhappiness" at the Department of State with Agency components like the Office of National Estimates (ONE) and OCI (Office of Current Intelligence The Department of State has complained that "they often seem to influence policy at high levels." To say the least.
CIA decides not to restrict these memoranda "to circulation within the Agency." CIA does note: "we are concerned about Agency relationships with the White House insofar as handling of intelligence matters is concerned." Under Barack Obama, such problems would not exist.
To flash forward: At a Situation Room meeting, according to an article in the New York Times magazine, Obama announced: "The C.I. A. gets what it needs." When the United Nations issued a harsh report on the U.S. use of drones in Pakistan, then CIA director Leon Panetta said, famously, in response to the U.N. report, CIA "would not be hung out to dry…while President Obama was in office." This turned out to be true.
In 1962, the working group pondered "the reported inadequacy of research done on International Communism." Not surprisingly it was "was the Chief, CI staff, who believes it is insufficiently covered." This was James Angleton.
The group requests that the DCI ask the President about the Agency's receiving all pertinent messages dealing with foreign affairs which might have any bearing on intelligence estimates or reports, or on covert operations."
"We have particularly in mind such communications as between the President and Khrushchev," they write. "We believe that it is important for the DCI to see such messages in order to give proper guidance to the intelligence and operational activities of the Agency." There is no question but that this Agency is making a direct effort to increase its power.
Most of the working group's suggestions were adopted. An "Executive Director" would run the staff at the DCI's office. A major factor in the establishment of the new office of "Executive Director" was the debacle at the Bay of Pigs, which led to the firing of Dulles, Bissell and Cabell. Never again would the Director of Central Intelligence be placed in such an exposed position. The first person to occupy this office was Colonel Lawrence White, nickname "Red." The Executive Director's office would protect the Director of Central Intelligence.
The Comptroller's office would report directly to the DCI and have "full authority for fiscal control of the Agency." They were satisfied that "CIA is now receiving about the minimum amount of publicity that could be expected in a democratic society with a free press." "No public speeches are being given by Agency officials."
CIA found an Army General to be assistant to the DD/P for Paramilitary and Air Support Operations. CIA had begun to give the police program greater support. They had begun to advise the State Department on "black propaganda activities that might be misinterpreted by the U.S. government if they were presumed to be legitimately the statement of another government."
The Latin American efforts had been "considerably expanded," and we might think of the much later "Plan Colombia" as an example of that.
CIA's "primary effort" would now be on counter-insurgency, which remained as a DD/P effort. The Director of Central Intelligence took up with the White House the necessity "for [CIA's] being included in the dissemination of all top classification messages." They continue to use the old post-war pretext: "International communism and the pursuit of the Soviet/Sino bloc of their cold war activities" and "their efforts to establish world domination."
The document admits that the new DD/R the Deputy Director for Research "is a cover and this office not necessarily confined to research but should be tasked with operational responsibilities." Certain operational responsibilities pass from DD/R to DD/P upon completion of research and development. Nothing is as it seems. This "working papers" document reveals that CIA plans to brief the President as seldom as possible.
As the Wikileaks cables were to reveal, it wasn't only CIA that was determined to keep the world open to the efforts of American business interests. The State Department certainly knew the drill. That CIA and State worked in tandem reveals nothing so much as that a coup, a transfer of power to a waiting CIA, took place with the assassination of President Kennedy, as Jim Garrison believed. We need look not only at the Vietnam war, but at the present, where a president endorses every action taken by the Central Intelligence Agency.
Another telling document has come to hand I wasn't able to include it either in the original version of "A Farewell to Justice" or in the update and it illuminates CIA "methods" with respect to how the Agency penetrates areas where it is not welcome, such as Jim Garrison's office at Tulane and Broad in New Orleans.
This document, which is four pages long, is dated June 20, 1975. It originates with Charles W. Kane, Director of Security for CIA and is addressed to the CIA's Inspector General via the Deputy Director for Administration. It had been inspired by inquiries of the Church committee.
Here CIA grants that it hires "private investigative firms," like that headed by Robert A. Maheu. Then Kane tells us something more interesting:
"Since 1950 the Office of Security has engaged in a program whereby a number of qualified individuals throughout the United States have been employed as independent contractors to conduct background investigations on behalf of the Agency." This program was "known within the Office of Security as the Confidential Correspondent Program." Those hired were mostly retired U.S. Government investigators.
This way the Agency was not itself involved and could keep its hands clean. (In the update to "A Farewell To Justice" I discuss the power of CIA's Office of Security). Many Garrison documents emerged from the Office of Security. Kane further explains: "Each Confidential Correspondent (upper case) is carefully selected and security approved before any investigative tasks are assigned."
Sometimes the Confidential Correspondents were issued U.S. government credentials. At other times they had "commercial cover credentials." Headquarters approval was necessary before permitting the individual to use his own cover. (I'm thinking again of that private detective William Gurvich, who penetrated the Garrison office).
Maheu, this document reveals, was given "several sensitive assignments during the period 1954 through 1964. From February through July 1954, Maheu was paid $500.00 a month by the Office of Security. Then he was reimbursed on a "case-by-case basis."
In this document, CIA also admits to its use of proprietary investigative firms or private investigative firms as cover for their own employees. You could write an interesting article on CIA's varied and multifarious uses of cover, a procedure that penetrated into every corner of the social, artistic and political life of the culture.

If there is time, I'd like to say a few more words about the politics of CIA in the present and how these politics interact and intersect with the U.S. Constitution and the rule of law as we have known it. CIA has spearheaded a concerted attack on the first and fourth amendments, at the very least.
First, CIA destroyed 92 tapes of the torture at Abu Ghraib, to which Barack Obama turned a blind eye. When the U.S. Court of Appeals for the Second Circuit ruled for the ACLU that the remaining photographs be released, Obama subverted this decision. He declared that he would "take every legal and administrative remedy available to me," to see that the photographs were not released. The court then reversed itself. The NSA surveillance, which resides under CIA approval, has been irrationally defended by Obama, violating the fourth amendment. Obama's aversion to transparency and his ruthless prosecutions of reporters for "leaks" put him in violation of freedom of the press.
If you want to explore the particular political thinking of CIA over time, turn to the records of the Council on Foreign Relations in New York where for years Allen Dulles was a presence. Dulles became Secretary of the Council in 1927 and was known to receive his mail there. Flash forward to 2009 where a senior fellow at the Council on Foreign Relations named Max Boot wrote an op ed piece for the New York Times titled "There's No Substitute For Troops On The Ground" in support of a troop surge in Afghanistan, the permanent war so favored by the Agency.
An even more fruitful arena to discern CIA's politics was the Dallas Council On World Affairs. It was created in 1951 by Dulles intimate H. Neil Mallon, CEO of Dresser Industries, an Agency-connected company providing cover for CIA officers. "Government," Mallon said at an early meeting, "should not be the sole responsibility of two men in Washington. It should be the concern of all the people." This was shorthand for CIA.
The Dallas Council had no open CIA connection, yet it functioned as a CIA proprietary. Some of its meetings were held at a redoubt of CIA-connected people, the Republic National Bank building, a place "filled with CIA agents." Among them was Karl Hoblitzelle, whose trust was managed by the bank on behalf of CIA. Hoblitzelle also figures in my book about Mac Wallace.
Speaker after speaker before the Dallas Council advocated a military build-up that would facilitate American investments in oil operations in Middle Eastern countries. Each speaker would begin by urging that Communism be combated, and warn against Soviet expansionism. Many speakers sported intelligence backgrounds, like William J. Donovan, who had headed OSS, former DCI General Walter Bedell Smith, and of course Dulles. The Shah of Iran's press secretary came to reassure the audience that CIA's coup against Mohammad Mossadegh was a good thing. Hadn't Mossadegh seized royalist leaders with the aid of Communists and forced the Shah to leave the country? The press secretary didn't of course mention CIA's role in the coup.
Paraphrasing George Orwell, Dulles arrived in 1953 shortly after his ascension as Director of Central Intelligence to declare that only a military build-up would ensure peace. Moscow would "negotiate for a peaceful solution" only if they can see that "we are not going to relax our defenses." Then Dulles flew off to King Ranch, an event discussed in my book about Robert J. Kleberg, Jr.
In 1965, "former" CIA analyst William Bundy came to the Dallas Council to sell the Vietnam War, and to dissipate criticism of the U.S. for not honoring the 1954 Geneva accords. Bundy argued that North Vietnam favored "the use of torture as a normal practice," an irony, as Professor Alfred McCoy has pointed out: it was CIA that honed its torture techniques in Vietnam and was responsible for the deaths of 50,000 Vietnamese. He called the National Liberation Front the "Vietcong" and said they were installed by Hanoi, which was false.
CIA's politics was to sell war. In 1998 Bill Richardson, Clinton's UN Ambassador, arrived to denounce Saddam Hussein. Richardson warned against "Iraq's capability of producing weapons of mass destruction," a fantasy we might have supposed originated with those Republicans, Bush and Cheney. In the 1960's politically naïve people blamed Lyndon Johnson for the atrocities in Vietnam.
Richardson said we needed to use military force to ensure that the threat Saddam poses to his neighbors and to the entire world is reduced. The U.S. would not tolerate "Saddam Hussein's continued efforts to defy the will of the world community."
Party politics play little part in the exercise of power, as CIA long knew. As befitting a shadow government, CIA has its propagandists firmly planted everywhere, as Ron Paul said in one of his speeches "they're everywhere." So we have then Congresswoman Jane Harmon calling Anwar al Awlaki "terrorist number one," although he had yet to commit a crime and was a U.S. citizen, as was his son. CIA's propagandists were at work against Oliver Stone's movie six months before its release, and of course would be out against Jim Garrison for decades after his death.
One of the characters in my book "Our Man In Haiti" is French intelligence officer Philippe de Vosjoli. Disillusioned, de Vosjoli wrote in his memoir, "LAMIA," "Intelligence services are tools for the defense of democracy, not weapons to kill it," although this is what CIA became. Many have ceased to recognize the country we once were. On the matter of the drone murder of Awlaki, the New York Times even asked, "Is this what America does?"
CIA's politics are clear: destabilize the governments of countries that are not inclined to do business with U.S. corporations under conditions advantageous to the U.S. This includes destabilizing those who not amendable to the imprecations of the International Monetary Fund and the World Bank. Arm the militias willing to help do the destabilizing. Then kill them when they turn against us. Is Benghazi a surprise?

The ascension to power of CIA has been the major consequence of the assassination of President Kennedy. In 1964, Senator Eugene McCarthy said that CIA had "assume[d] the roles of the President and the Congress," taking on "the character of an invisible government answering only to itself."
By 2002, CIA had placed agents in all of the FBI's fifty-six terrorism task forces. George W. Bush attempted to constrain CIA by creating an office of the "Director of National Intelligence," borrowing an idea that had originated with President Kennedy, but that he did not survive to implement. Both presidents realized that CIA was exercising as much, if not more, power than they were, and was, consequently, a threat to the Republic.
When in 2010 Obama sought to appoint another Director of National Intelligence, three people, including Leon Panetta, turned him down. The Director of National Intelligence was on the losing end in its battles with CIA. Meanwhile CIA replied haughtily to questions: CIA "does not comment publicly on its drone program." Yet we had Hank Crumpton of the counter terrorism force appearing on "Sixty Minutes" to talk about how CIA murdered Taliban leaders who turned down CIA's bribes.
To refuse CIA money put you in CIA hell, as I found in my research for "The Great Game In Cuba": In one scene, Allen Dulles asks an anti-Castro Cuban who is plotting against Castro, "How much money do you want?"
"We don't want your money," cattle man Gustavo de los Reyes told him indignantly. At this Dulles practically threw him out of the office. "If you don't put a stop to this, you'll end up in a Cuban jail or a cemetery," Dulles threatened.
"I'd prefer the cemetery to doing nothing," de los Reyes retorted. Dulles then saw to it that the plot in which de los Reyes was involved came to the attention of the Cuban government, and he was arrested and sentenced to death.
What CIA wanted from those it supported was control by CIA. Nothing less would do. As for morality, we need only turn to Dulles' recruitment of the Gehlen network, for which Gehlen rounded up various SS types to serve CIA in the Soviet Union.
Gehlen was the Nazi's top intelligence officer, and I doubt that CIA told Truman what it was up to. Gehlen had promised not to employ SS and Gestapo veterans, yet he did just that. Among them was Klaus Barbie. All the intelligence Gehlen presented to the U.S. was slanted to promote military conflict between the U.S. and the Soviet Union.
In general, as I discovered in my study of Haiti, as well as my book about Cuba, CIA has betrayed those to whom it has offered its assistance. This includes Cuban exiles and banker Clemard Joseph Charles in Haiti, who hoped to replace Francois Duvalier as President of Haiti. Always the Agency's own interests the health and well-being of the Agency as an institution furthering its own power came first.
I'll close on a strong warning against CIA that came from David Atlee Phillips, whose footprint resides close to the Kennedy assassination. "A secret organization is a risk to any society," Phillips said. On whether we should attribute CIA's role in the assassination to a few rogue elements, I like the reply of documentary filmmaker Allan Francovich, who produced a four part documentary on the Agency: "We found no rogue elephants' rampaging through history."
I also want to bring to everyone's attention the words of former Congressman, Ron Paul in a speech about CIA he made in Atlanta in January 2010 before his followers: "Think of the harm they have done since they were established." Then he added: "We should take them out." (In an interview, I asked Ron Paul whether he meant this literally. He laughed, and said, well, not literally). This is the view at which President Truman had arrived fifty years earlier. It was already too late then.

The CIA may have manipulated the chain of power in their best interest by placing "Senior Military Officials" in key roles (after these officials spent time in their civilian capacities as consultants to the Defense Industry) and backing the DoD into making advantageous decisions for the CIA... but the DoD taking order from Dulles? McCone? Helms? the "CIA"... sorry, no way.

I find this conclusion completely at odds with how the Military used the CIA... the first DCI's? Military.. Dulles? Military OSS background.
It's as if Joan completely forgets the Intelligence organizations that existed prior to the CIA were military. Does Joan actually think the ONI took orders from the CIA?

As I read this thru it appears she is writing with a bit too much foreknowledge and is looking back instead of taking us thru this crucial paper in its contextual time.
She also concludes that after the assassination it is the CIA who is firmly in charge

How is it that McGeorge Bundy is at exactly the right spots to
1) stop the bombing of the last three Cuban plans
2) change NSAM 263 to 273
3) inform AF-1 about Oswald on the flight home

I find it unbelieveabley naive to push the notion that "CIA" (whatever she means by that) was at the top of the political power food chain... they were the guard dogs of the MICC - and as guard dogs they were to remain propped up and aggressive at all times - they would be given the illusion of power while those with much bigger concerns than than the CIA made the decisions ...of course they wanted to KNOW everything... that way the SPONSOR level (which OWNS the MICC) remains fully informed and can pull the levers as needed.

Do they make foriegn policy? Of course, via their actions... some rogue, some not but all within an accepted agenda... an agenda that benefits the SPONSORS to the tune of trillions and maintains the "same as it ever was" environment - that it LOOKS like it changes is the trick....

Have you ever traced the organizational changes of the top Financial institutions from their inception? Makes the CIA reorg look like a child's building blocks, let alone the DoD reorgs...

I agree with David. It's hugely frustrating hearing/reading experienced researchers blaming "the CIA" for the assassination. The CIA is not a monolithic entity, and the claim that "they" were fundamentally responsible is not an accurate characterisation of the conspiracy.

It is imperative that we are more rigorous in our analysis and precise in our language where these matters are concerned.

While I'm a friend of Joan's, I'm not here to speak for her nor to necessarily support everything she says or believes. I take [for the moment] something midway between what I think is her position and what I think is yours. I'm very much thinking of what I was told, in person and by reading his books, by Fletcher Prouty about how the CIA and Military interacted. That was his job - as liaison between the two. It is a highly complex topic, as CIA people often have their cover as 'Military' - and there may be some vice-versa. Other CIA have their cover in State and other branches of 'Government'. Personally, I see elements of both CIA and Military in the JFK Assassination. As to who had the lead role, I'm not sure...nor am I sure it matters that much at this moment. Both were clearly involved [not as whole entities - but some within each organization and their sub-units]. Prouty was pretty clear that when the CIA needed planes, weapons, sometimes even assassins they often turned to the Military - although they had some capacity in all of those areas, themselves. The Military rarely said no, nor do I know of a case when I heard they ran to the Executive to 'get permission' (but they might have, at times). [As all of this is highly secret and little has been declassified, it is murky as to 1963 or now - when the CIA certainly has a greater military capacity on their own]. I'd say elements and persons within both - along with others - all participated. CIA may or may not have done the clever planning. I do think Joan's statement a bit too strong on the CIA telling/requesting the Military what to do [or give them support on], but they have at times done just that. I wish Prouty was here to speak to this. As far as Bundy is concerned, IMHO, he was CIA who's cover was National Security Adviser to the President.

I don't know. I find it equally frustrating that researchers make such broad statements but then don't back it with anything like naming who, then, was responsible. If it was good enough for Jim Garrison it's good enough for me. Don't get me wrong I fully espouse the Drago model and feel it is accurate, however I did notice that after Charles made the grand statement that persons who pointed to CIA were "simple minded" he had a bad habit of not following through with anything to substantiate his point. The problem I have with this admonishment of oversimplifying by blaming CIA is how it makes the mistake of avoiding recognizing how many main CIA players and methods were involved in the assassination. No matter what the hierarchy there's no denying the main operatives in the assassination were either direct CIA or operating under their control during the actual action. I disagree with David and agree with Joan. CIA was definitely giving the orders in the Plaza. The reason for that is obvious. It's because they had the useful asset of both invisibility and impunity by their charter. Persons who say the military predated the CIA and had a traditional precedent that they never relinquished miss the obvious fact that CIA was actually the highest branch of that military order formed for that very purpose during the total military domination of WWII. It was directly formed after the model of British intelligence which went by the formal title "Military Intelligence". I would even add that in recognition to its fealty to its Sponsors OSS chose "Central" Intelligence instead of military intelligence, but it was still the main acting arm of those powers. Clearly CIA was formed to allow military power to obviate the restrictions of war conventions and domestic law as a political branch of the military. A God-like agency acting above and outside conventional government in order to enforce the new order imposed by the national security ethic. Sure, I agree with persons stressing the "3D" nature of the assassination, but not at the expense of ignoring how much CIA was responsible for the main actions involved in the assassination and how they have continued to exercise that power in an expanding manner ever since. No, I would say CIA naturally took precedence over the military simply because it was designed to do so by its nature. Especially its useful asset of having total national security impunity which is exactly where you would hide a coup d'etat in a republic such as ours. Who did Truman complain about in the Washington Post? Was it the Pentagon or was it the CIA? Who controlled the insidious resistance in Viet Nam against Kennedy's orders? Was it the military or was it the CIA? The sword cuts both ways. I have seen a tendency for deep political advocates to err in the same manner by grossly oversimplifying CIA's role in the opposite direction. Clearly the answer here is CIA was responsible and was doing it under the guidance and approval of those Sponsors. Too often I see the Drago/Deep Politics model used as a grandiose retreat into the safety of a pure position. However I feel that's a little too easy and spares the offerer of having to practice that more complicated version themselves.

The remaining 30% were well capable of controlling CIA's interests. You have to realize that scaling back occurred at a point when CIA had just finished expanding its power further than it ever had under ex CIA Director son Bush. The true lesson here, as Joan Mellen writes above, is that CIA had succeeded in deploying the military as an extension of itself to the fullest extent possible. Once this deployment is done under the CIA template, the military then takes over. I think you're missing the pattern of plausible deniability here. I'd bet most of that 70% were the 'honest' HQ schleps doing paperwork and monitoring.

JFK became something even the SPONSORS could not, or would not work around....

He worked the SPONSOR agenda from the inside... and was awarded the Pres Medal of Freedom by LBJ on LBJ's last day in office. FREEDOM! no less.

McGeorge Bundy and the Assassination of John Kennedy

McGeorge Bundy was not exactly a household name among Americans even during his tenure as National Security Advisor to President Kennedy and later to Lyndon Johnson. However, we have documented evidence showing a pattern of activity which places him near the inner circle of men who ordered the murder of Kennedy on November 22, 1963.



Commentary Magazine famously linked Bundy with George F. Kenan as co-author of a seminal paper outlining the United States' need to maintain eternal vigilance against its communist foes in a policy subsequently known as containment. We could say that Bundy at one time belonged to the old Henry Jackson wing of the Democrat party which acknowledged the need for military preparedness and did not see America as the evil boogey man of self loathing of the modern Democrat establishment.


Born to a prominent, privileged, and wealthy Boston Brahmin family Bundy was educated at elite schools. After graduation from Yale he worked in policy and academic positions including the Council on Foreign Relations and Harvard University. After his stint in government in the 1960s he became president of the Ford Foundation and later professor of history at New York University. He always maintained an influential role in the Democrat party as well as in foreign policy think tanks.


With such a dignified background we can see how he would fit well in government and indeed as a former classmate of John Kennedy in grade school he seemed a natural choice to the new President as a national security advisor. Although Bundy comes across as a mid to high ranking administration official his influence far exceeded his position. His true paymasters were not the President but the power elite of institutions from which he owed his allegiances.


With such a relatively low profile, it seems improbable that Bundy would be palpably involved with the murder of his boss but as we pull the evidence together it become abundantly clear that he was positioned to make astoundingly important decisions which were important in the sabotaging of the Kennedy administration and in taking the man's life. It is the classic tale of Julius Caesar whose immortal line, et tu Brute, could be said to apply aptly to Bundy.


We reported in a previous Daily Jeremiad how McGeorge Bundy unilaterally acted to rescind a decision which President Kennedy made earlier on Sunday April 16, 1961 authorizing the Bay Of Pigs invasion which included a pre-dawn attack on Castro's 3 remaining T-33 jet aircraft. The story of the Bay of Pigs has been both written about and misreported extensively. However we show that Bundy was the man who called off the air attack without consultation or authority from the President. Amazingly Bundy managed to keep his position because whether through naivety or impressive tap dancing from Bundy, Kennedy chose to believe that Bundy was not responsible in any sinister way for the sabotaging of the attack. Instead Kennedy vented his wrath toward the CIA. However much involved the CIA was in undermining its own operations, Bundy's role was even more important in part because of its subtle nature.


The effects of the failed Bay Of Pigs invasion was the creation of animosity towards Kennedy from the Cuban Exiles specifically but from conservative Americans generally who saw the president as weak, ineffectual, and pink. Thus the willful compromise of the invasion cost Kennedy considerable political capital all achieved by a vaguely worded communiqué from Bundy to the CIA operations officers, of whom Richard Bissel and General Cabell were chief, telling them that they "should not" launch the air attack on the T-33s.


All of the foregoing could be dismissed as innocent incompetence if it were an isolated event. However, given the details we present elsewhere such a conclusion is unwarranted especially in the case of Bundy who has been acknowledged far and wide as a brilliant man who suffered fools contemptuously. These types of actions of Bundy were not isolated. To see the pattern we must fast forward to November 21, 1963.


At this time we again see Bundy undermining his boss. In October of 1963 Kennedy issued NSAM 263 ordering the CIA and Military to remove all US personnel from Indochina by 1965. The first down payment of that action was the ordered removal of 1000 personnel by Christmas of 1963. But strangely enough a draft NSAM countermanding NSAM 263 was discovered circulating 11/21 by none other than our faithful public servant McGeorge Bundy. This new document known as NSAM 273 would be signed by President Johnson on November 26, 1963.


This raises the interesting question of why would Kennedy reverse himself so soon after the issuance of orders to begin withdrawal? Well the answer is rather simple. Kennedy had not reversed himself but his NSA advisor had reversed him because Bundy's superiors ordered the reversal of policy. And if you are not alert to subtlety Bundy's superior was not the President of the United States.


Bundy had already shown in a very high profile situation willingness and capacity to countermand the president. But to repeat ourselves, Bundy did not do this because he was calling the shots he did so on orders of his superiors. As brilliant and gifted as was Bundy his mental constitution and other qualities did not make him leadership caliber although he certainly advised such people. Bundy showed the same weasely traits John Dean would show in his treason against President Nixon.


In repetition of the Bay of Pigs behavior Bundy crafted new policy in the President's name without authorization or guidance from Kennedy. Between 11/21 and 11/25 NSAM 273 went through several drafts, as Colonel Fletcher Prouty demonstrates, being ready for Johnson's signature on the 26th. Thus a 180 degree reversal of US foreign policy had been achieved in about 40 days' time from the issuance of NSAM 263. That is called a coup d'etat. There is no innocent explanation for it. It was treason pure and simple with Bundy playing an important role in the policy change.


What this change also implies is Bundy's advance notice of the murder of Kennedy. It is conceivable that Bundy received a request to draft a new policy from someone in the administration and our current view is that Bundy did so in anticipation of a new President. We may change our opinion when we better understand the reporting structures in the Kennedy White House.


Another area fertile for study is the Yale Cabal and its relationship to US intelligence and the Kennedy assassination. We will titillate you just a bit by noting that others have observed a strong relationship between Yale University and the CIA and its predecessor organization. Such central managers as James Jesus Angleton, George Bush, and William Buckley along with our primary subject McGeorge Bundy all claim Yale as their alma mater. They are tied together in a blood pact to govern the United States whether they hold office or not the elite will not be ruled over by the plebeian.

Albert, from everything I've read, the CIA has seen its power weakened in the past decade:

The Intelligence Reform and Terrorism Prevention Act of 2004 created the office of the Director of National Intelligence (DNI), who took over some of the government and intelligence community (IC)-wide functions that had previously been the CIA's. The DNI manages the United States Intelligence Community and in so doing it manages the intelligence cycle. Among the functions that moved to the DNI were the preparation of estimates reflecting the consolidated opinion of the 16 IC agencies, and preparation of briefings for the president.
