Kosovan ex-PM expelled from Colombia
Former Kosovan prime minister Agim Ceku has been forced to cut short a visit to Colombia because of a warrant issued for his arrest by Serbia. Mr Ceku was attending a conference in Colombia when he was expelled. The authorities were not willing to arrest him.
Serbia wants to put Mr Ceku on trial for war crimes.
He was the highest commander of the Kosovo Liberation Army, or UCK, which carried out a violent campaign against the Serbian security forces at the end of the 1990s.
At the time Kosovo was a province of Serbia, but it has since declared its independence.

"Kouchner swung Ceku deportation"
BELGRADE, BOGOTA, PRISTINA -- Former Kosovo PM Agim Ceku was able to evade the Serbian judicial authorities with the assistance of French Foreign Minister Bernard Kouchner, says daily Danas.
According to the daily, yesterday’s decision by Colombia to deport Ceku to France was political in nature, and a key role in the talks with the Colombian authorities was played by none other than Kouchner.
Interpol Colombia informed Serbia yesterday that Ceku had been located in the country on a red Interpol warrant issued by Serbia.
Having received notification from Colombian Interpol, the paper understands, Serbia pulled out all the stops to have him arrested.
On Wednesday evening and Thursday morning, the Serbian Justice Ministry submitted an extradition application for the former Kosovo Liberation Army commander to the Colombian judicial authorities. Soon after, it emerged that Ceku had been deported to France.
According to unconfirmed reports, upon hearing of the deportation, the Serbian Justice Ministry submitted an extradition request for Ceku to France, via the Serbian Embassy in Paris, together with complete documentation linked to the charges against Ceku in Serbia.
French Interpol yesterday informed their Serbian counterparts that the reason why no arrest had been made was that he was not being sought by the French judicial authorities.
Ceku expelled from Colombia
Agim Ceku, for whom Interpol Serbia has issued an arrest warrant for crimes in Kosovo, has been deported from Colombia, where he was attending a conference.
The Serbian authorities asked Interpol Colombia to arrest Ceku, but, according to a statement from the DAS state security agency, agency operatives are prohibited from detaining foreign nationals accused of crimes committed prior to 2005.
The former Kosovo prime minister arrived in Colombia on May 3 to attend a seminar on demobilization and disarmament, announced DAS.
Serbian Interior Minister Ivica Dacic confirmed yesterday that Ceku was in Colombia, but that that country was unable to make an arrest under existing national law.
Interpol Serbia issued a warrant for Ceku’s arrest for numerous crimes committed against the Serb and non-Albanian population in Kosovo during the insurgency in the province in 1999.

The first ever BBC TV interview I conducted was with a Médecins Sans Frontières war zone surgeon. He struck me then, and now, as a courageous man, with real integrity.
That surgeon was not Bernard Kouchner. However, Kouchner was one of the founders of Médecins Sans Frontières. And now, Kouchner has real power as French Foreign Minister in a right-wing government.
How does he use it? To abuse Interpol intelligence to allow a major war criminal, ethnic cleanser, and drug & people smuggler, to escape justice.

Clarification of Relations Between Dr. Bernard Kouchner and Médecins Sans Frontières (MSF)

Sydney/Paris - Following Dr Bernard Kouchner's appointment as France's minister of foreign affairs earlier this year, Médecins Sans Frontières (MSF) noted a potential confusion between his new responsibilities and the role he has played in humanitarian organisations such as MSF. Since Dr Kouchner’s appointment, MSF feels there has been a significant amount of reporting in the Australian media associating him with the organisation. This statement seeks to clarify MSF’s position.
The mixing of politics and humanitarian action is fundamentally prejudicial to our activities and to the deployment of impartial and independent assistance on the field. In such contexts as conflicts, it may be particularly dangerous.
This is why we consider it fundamental to clarify the relations between Dr. Kouchner and MSF, and to reassert our independence towards the French authorities and any other political power.
Here are some useful historical facts:
- Dr. Kouchner was one of twelve people - including doctors and journalists - who founded MSF on December 22, 1971.
- Several years later, MSF, which was still a small organisation, faced a choice: to grow, or to remain a small committee working to raise awareness of the problems in the Third World. Dr Kouchner did not support the organisation's professionalisation and growth, which placed him in the minority at MSF's 1979 General Assembly. He left the organisation soon after.
- Dr. Kouchner has not been involved in the organisation since then and has had no responsibilities related to MSF.
- For nearly 30 years, MSF and Dr. Kouchner have had public disagreements on such issues as the right to intervene and the use of armed force for humanitarian reasons. Indeed, Dr. Kouchner is in favour of the latter, whereas MSF stands up for an impartial humanitarian action, independent from all political, economic and religious powers.
- MSF is not a French organisation, but rather an international one, with 19 sections worldwide, including the French one. Nearly 99 percent of the French section's activities are financed by private resources. MSF France does not receive any public funds.
