Functionality was just added to allow you to upload MP3s as an attachment type in a post.

As I assume someone (out there) has to pay for bandwidth and/or storage on a server, how OK is it to upload a, say, speech etc.?

That's what it is for but the vBulletin system itself seems to have trouble with larger files of any type. There is an upgrade in the works and that may (or may not) resolve this annoying issue. But go ahead and do it by all means.
