WASHINGTON — Federal investigators have identified several dozen Pentagon officials and contractors with high-level security clearances who allegedly purchased and downloaded child pornography, including an undisclosed number who used their government computers to obtain the illegal material, according to investigative reports.
The investigations have included employees of the National Security Agency, the National Reconnaissance Office, and the Defense Advanced Research Projects Agency — which deal with some of the most sensitive work in intelligence and defense — among other organizations within the Defense Department.
The number of offenders is a small percentage of the thousands of people working for sensitive Pentagon-related agencies. But the fact that offenders include people with access to government secrets puts national security agencies “at risk of blackmail, bribery, and threats, especially since these individuals typically have access to military installations,’’ according to one report by the Defense Criminal Investigative Service from late 2009.
Some of the individuals have been prosecuted and other cases have been dropped, while more have languished several years without resolution, according to the previously undisclosed documents about the investigations.
The more than 50 pages, compiled by the investigative service, part of the Pentagon’s Inspector General’s Office, contain summaries of investigations initiated since 2002, including some cases that remain open.
The uneven discipline reflects difficulties in bringing prosecutions, according to specialists. The evidentiary standards are high for prosecution in child pornography cases, according to child welfare specialists, including positively identifying victims as underage or known victims of abuse. In others, evidence was lost or misplaced and investigators said they lacked sufficient resources to complete all of them.
Gary Comerford, a spokesman for the Pentagon’s Inspector General, said the agency takes such cases very seriously but said he could not comment on individual investigations.
Many of those apprehended were swept up in a much broader probe initiated by the Immigration and Customs Enforcement agency in 2006. Operation Flicker identified an estimated 5,000 people who had paid money over the Internet to access websites operated overseas. But until now, it has not been disclosed that a sizable number of cases were referred to the Defense Department for investigation because they involved military personnel, intelligence officials, or defense contractors.
The investigative documents were provided to the Globe by a government official after they were approved for public release.
The exact numbers of cases involving Defense Department personnel were not contained in the reports and officials at DCIS could not immediately provide statistics. But the official reports indicate that more than 30 government employees were investigated.
Purchasing child pornography is a crime; accessing it on a government computer is also a violation of laws governing the misuse of government property.
At least two of the cases were contractors with top secret clearances at the National Security Agency, which eavesdrops on foreign communications, according to the documents. When one of the contractors was indicted two years ago, he fled the country and is believed to be hiding in Libya, according to a summary of the investigation from last year. The other was sentenced in 2008 to more than five years in prison and lifetime probation.
A separate case involves a contractor working at the National Reconnaissance Office, the agency that builds and operates the nation’s spy satellites. The individual admitted in 2008 when he was being interviewed to renew his security clearance that he viewed child pornography at least twice a week on his home computer.
As of December, the individual had been transferred to an agency field office in New Mexico and had not been charged. A National Reconnaissance Office spokesman, Rick Oborn, said he was aware of a few cases of agency employees accessing such images but could not immediately say whether the particular contractor was still working for the organization.
Specialists in child protection expressed alarm at the revelations, but said it was not that surprising to find even officials in sensitive government positions engaging in such activity.
“Some are in high-ranking positions, in positions of trust,’’ said John Sheehan, executive director of the exploited child division at the National Center for Missing and Exploited Children, which has been consulted on many of these cases and has reviewed 36 million images of alleged child pornography since 2002 at the request of law enforcement agencies. “There isn’t a profile or stereotype, which makes it even more challenging for law enforcement.’’
The Pentagon’s investigation reports show that personnel found frequenting the illegal websites worked at a variety of Pentagon installations.
Thirteen suspects were identified in California, including individuals who worked at some of the most sensitive military installations on the West Coast. One was a contractor at Edwards Air Force Base, where weapons testing is conducted, while another worked at the Naval Air Warfare Center at China Lake.
Their positions gave the cases priority at the immigration and customs agency that first uncovered them, according to the reports, “because the subjects are DoD employees who possess security clearances.’’
A large amount of pornography was found on the office computer of a program manager at the Defense Advanced Research Projects Agency, including images that appeared to be of children. DARPA is responsible for developing some of the military’s most secret weapons and technologies. Charges were not pursued because there were no images of known victims of abuse, something that is routinely needed to bring charges, the case summary said.
A DARPA spokesman, Eric Mazzacone, declined to comment.
Other agencies where personnel were investigated are blacked out in the documents because their jobs were so highly sensitive, including a case from 2007 in which a national security official had 93 documents, 8,400 pictures, and 200 movies “that were evidence of receipt of child pornography.’’ The individual was sentenced to five years in prison and five years of supervised release.
Others have not led to criminal prosecutions, such as the 2007 case involving an employee at the Defense Contract Management Agency in Hartford who had about 40 images believed to constitute child pornography on a government-issued computer. The individual was not prosecuted because the ages of the individuals depicted in the images could not be determined or positively identified as known child victims, according to the reports.
Another case opened in August 2007 involving a Defense Department contractor was closed “due to a lack of resources,’’ a November 2009 report from Pentagon criminal investigators said.
The case was referred back to Immigration and Customs Enforcement.

The Defense Department says an investigation has identified dozens of members of the military and defense contractors, including those with top-level security clearances, as having obtained child pornography.
The finding by investigators, released Friday by the Pentagon, is particularly alarming because many of the individuals would have access to the nation’s most heavily guarded secrets. Among those implicated in the probe were individuals tied to the National Reconnaissance Office and the National Security Agency.
The Boston Globe first reported the results of the investigation after obtaining documents through the Freedom of Information Act.
Some of the individuals have been prosecuted while other cases remain in limbo.

(CBS/AP) A major federal investigation has found that dozens of military officials and defense contractors, including some with top-level security clearances, allegedly bought and downloaded child pornography on private or government computers.
The Pentagon on Friday released investigative reports spanning almost a decade that implicated individuals working with agencies handling some of the nation’s most closely guarded secrets, including the National Security Agency and the National Reconnaissance Office, which operates U.S. spy satellites.
Defense workers who purchased child porn put the Department of Defense, “the military and national security at risk by compromising computer systems, military installations and security clearances,” a 2007 investigative report said.
The suspects also put the Defense Department “at risk of blackmail, bribery, and threats,” one report added. The reports, however, do not point to any specific security breaches.
The Boston Globe disclosed the results of the investigations on Friday after obtaining the documents through the Freedom of Information Act. The Defense Department released the reports, which are heavily redacted, with most names and details about each case omitted.
Several suspects were convicted and sentenced to prison terms of up to about five years and ordered to pay hefty fines – including one of $150,000. But several suspects identified by investigators were never prosecuted.
On “The Early Show on Saturday Morning,” longtime online child crimes prosecutor and security expert Hemanshu Nigam told co-anchor Chris Wragge, “What’s amazing about this is that there were 5,000 individuals being investigated, and it turns out that dozens were top-secret-clearance-holding government employees using government computers on government time.
“It puts our country’s security at risk and at risk for the people watching at home. I say that because now you’re (the government employee or contractor) vulnerable to bribery. You may have downloaded a virus that puts a back door into a government system that can be used in a cyber-terrorist attack or by an enemy foreign state.”
Didn’t they think their actions would be traced?
“You’ve got to be an idiot to be doing it on government time,” Nigam responded.
“Two things come out of it,” he continued. “One is, is the government using the proper monitoring, filtering, blocking systems on the government computers? And second, it takes a while to prosecute. You have to put the forensic evidence together. There were people across the country, from Dayton (Ohio). California, Oklahoma, New York, Virginia, all over the country who were government contractors or top-secret-cleared employees.
Will more of these people be prosecuted?
“From the report that came out that was (heavily) redacted, a lot of areas were treated as top secret, it’s hard to tell, but there’s no question it takes awhile and 5,000 individuals to go after, you will continue to see more prosecutions,” Nigam replied.
Asked whether this is “one of the most egregious abuses of office equipment” the veteran of more than 20 years guarding computer security has seen, Nigam said, “It’s one of the worst.”

Pentagon Declined to Investigate Hundreds of Purchases of Child Pornography

A 2006 Immigration and Customs Enforcement investigation into the purchase of child pornography online turned up more than 250 civilian and military employees of the Defense Department — including some with the highest available security clearance — who used credit cards or PayPal to purchase images of children in sexual situations. But the Pentagon investigated only a handful of the cases, Defense Department records show.
The cases turned up during a 2006 ICE inquiry, called Project Flicker, which targeted overseas processing of child-porn payments. As part of the probe, ICE investigators gained access to the names and credit card information of more than 5,000 Americans who had subscribed to websites offering images of child pornography. Many of those individuals provided military email addresses or physical addresses with Army or fleet ZIP codes when they purchased the subscriptions.
In a related inquiry, the Pentagon’s Defense Criminal Investigative Service (DCIS) cross-checked the ICE list against military databases to come up with a list of Defense employees and contractors who appeared to be guilty of purchasing child pornography. The names included staffers for the secretary of defense, contractors for the ultra-secretive National Security Agency, and a program manager at the Defense Advanced Research Projects Agency. But the DCIS opened investigations into only 20 percent of the individuals identified, and succeeded in prosecuting just a handful.

Senior Pentagon Intelligence Officer Sentenced to 80 Years for Child Porn, Sexual Abuse

Scottie Lee Martinez, 38, was sentenced Tuesday at U.S. District Court in Norfolk.
U.S. District Court Judge Jerome B. Friedman said Martinez's case is possibly the "worst" case involving child exploitation he has ever dealt with in his 26 years as a judge.
Martinez pleaded guilty in July to production of child pornography and abusive sexual contact with a minor.
According to court documents, in May 2009, while in the Dumfries area, Martinez took pictures of a 5-year-old girl and an 11-year-old girl "engaged in sexually explicit conduct."
Martinez was a U.S. Navy Reservist and a Senior Intelligence Officer with the Office of Military Commissions at the Pentagon at the time of his arrest, according to court documents.
Martinez also admitted that while at stationed at Naval Air station in Keflavik, Iceland, between May 2001 and June 2004, he sexually abused a child between the ages of 7 and 9 years old.
Martinez was stationed in Qatar in 2010, when a United States Air Force officer discovered child pornography on a computer network at Camp As Sayliyah, Qatar and it was traced to Martinez's computer, according to court documents.Authorities searched Martinez's computers and found over 3,000 images of child pornography.

Mae Brussell worked on this DOD - Child Molestation/Porn angle just before she died - and it may even be one of the reasons she 'died'......I don't deny the evidence in any way...but have always wondered.....

A certain % of adults any society [slightly different based on sociological/parenting/societal factors are 'into' children as sexual objects....but I've tried to figure out in my own mind why those associated with the military seem to have a higher than the societal % represented. I would guess it has to do with the rigid chain of command being to their liking and the control an adult can have over a child in a private 'chain of command'.

I had missed almost all of this during my absence last Summer. But it all factors in, to my mind, the international paedophile network that connect to the ISGP (see forum link at top of main page) Detroux X files and NATO HQ Belgium.

It looks to me as though Martinez has been chosen as the vessel of sacrifice -- to make the rest of the military-intelligence community paedo network "go away" from public memory. Much in the same way that the Vatican try to close down public attention by transferring offending priests caught red-handed to other dioceses.

A cover-up is cover-up, no mater which way you spin it.
