"With The United Kingdom, France will plead for an interim solution which in my view is the only one capable of unblocking this issue which is not only not moving forward but is moving backwards," Sarkozy said in a speech on foreign policy.

Sarkozy said the permanent members of the Council should include an African and Latin American state and India, adding that the membership of Germany and Japan could be discussed, and that a temporary reform would make it possible to test options.

They should abolish the whole security council if they are going to do anything at all. The General Assembly is more democratic. That way they'll have all the Latin American and African countries on board. Having Japan and Germany on the Security Council is just a joke considering how and why it was set up in the first place. It was only ever a rigged game set up by the US to keep dominance. I doubt any one else is going to give their veto though now that some have it. If they have to have a Security Council have rotating members and none permanent.
