This indirect form of bribery has been a common practice for a long time. It's generated jokes for decades, "Might I suggest making a donation to the police chiefs wife's favorite charity?" If you use google, you can find a couple stories in 2014-2015 involving a police chief and a charity, a fire chief's wife and a charity, etc.
I wonder why the Algerians didn't simply incorporate a domestic business corporation and then use that apparently constitutionally protected vehicle to donate unlimited funds directly to the candidate. Perhaps they are simply too civilized for such a blunt force approach?
