He seems to 'get' that the official story is hard to believe, but then does not take the next steps to what the logical alternative scenario would be and imply. I've never heard him say it was done by anyone other than the 19 patsies and perhaps their compatriots. His statements on the strength of the building and unlikelihood of a plane melting through the outer steel structure is logical and correct, but he seems to stop there and can't follow through to it being an inside job.
