ELT's go off all the time in the NY Metro area. There are many airports in that area. Also keep in mind ELT's are tested by aircraft mechanics all the time.
The article is interesting, but can easily be explained away with anyone from a student pilot to an aircraft mechanic testing and ELT in the area during those times.
There really won't be any way to prove those signals came from the alleged UA175 or AA11. Besides, even if proven those aircraft were the sources, what exactly does it prove?
