I'd also suggest a strong presence with nukes and bioweapons in Antarctica - hell with the international treaty that makes it illegal! You never know when a group of penguins, polar bears, etc. will become a terrorist cell! At least have the NSA spy on their communications! CIA analysts could easily try to determine if their patterns of nest sites and defecations are a means of covert communication, indicating a planned attack. Anyone having seen Hichcock's The Birds knows what havock penguins could bring to a research station there or via drift ice to our allies in the Falklands and beyond! Danger is everywhere!
