As a test of whether martial law can be imposed inside the States... we've seem to have passed that hurdle.
The purpose of this tool is to suppress dissent and mass protest. Keep people, as needed from confronting authority and organizing protests. There are more of us then them and they need guns etc to keep the lid on dissent.
But if the repression gets real nasty the people will likely "shoot back" and the revolution may kick off. I don't believe the US population would fold as the Hungarians did when the tanks rolled into Budapest.
The Boston test was actually rather limited because it was allowed to go down because people believe there were a couple of mad bombers and cold blooded murders on the loose. If I know that some loonies where roaming the streets I would be inclined to lay low and hope that they would be apprehended. I would not cotton to police bashing down my door in search of the nuts but many would not object and seek some sort of compensation for the nussance.
Mass protest has been ineffective in the states at moving power. Whistle blowers like Manning, Assange, Snowdon etc. are more effective at bugging the SOBs.
Courts are a waste.
