I offer you the option of contacting the recently resigned from her position with the city of Miami, Georgina Echert, of Miami. You could share the redacted document with her and it is likely she either possesses a photo of Irving Richard Poyle or knows someone who does.

When you can stop making things "appear" to be how you want them to be, you'll see things in a different light.
