None involved in the events of and surrounding the Dallas hit were 'rogue'...only some were made to look rogue for plausible denial. I was once told by someone, why should I know something I'm not suppose to know? They were there to do a job, no doubt, how could anyone say they had no idea of what they were going to do when crowds started to appear as early as 7:30-8:00 am and everyone knew who was driving through downtown Dallas. Shooters or spotters, I don't care what you want to call them, everyone involved knew what they were there for.
Here's a perfect example, a man who's Cuban fights with Fidel Castro, he learned that Castro is turning towards communism, he leaves Cuba, landing on the shores of the United States, he says he has information about Castro turning communism, he joins the CIA, he is trained by the CIA, there are several failed attempts at killing Castro by the CIA. Jack Kennedy learns these men are plotting to kill Castro, Jack orders them to stand-down, they see a chance to kill Castro and take it.
The man leaves the CIA as many have after becoming officers at Ft. Bragg, some return to the CIA while many have left the CIA, those who left the CIA were still (part-time) informants helping to create propaganda. But, they went rouge.

You mean like impersonating three letter agencies, CIA, FBI and U.S. Customs, an officer in the United States Army, Army Intelligence and a police officer, and [never] see any prison time?
