The thing that bothers me is this quote: "The Pentagon won't sell off facilities because it has no idea what's going on in many of them. Nobody's keeping good, centralized records. Individual property managers aren't performing mandatory auditsand the Pentagon isn't holding them accountable."

God only knows what's going on in a lot of these places. Are they being used by the CIA/Mossad/MI6/organized crime/drug traffickers/pedophiles or what?
