In his documentary, "You Have Used Me as a Fish Long Enough", gifted film-maker Adam Curtis argues that mind control programmes such as MK-ULTRA ultimately proved unsuccessful.

As a result, Curtis' film argues, the military-industrial complex abandoned its dream of directly controlling the individual mind. Instead, it turned to ever more sophisticated forms of mass propaganda - such as the manipulation of the historical record and the shaping of contemporary reality as presented through network television news & current affairs.

Curtis' argument probably represents the consensus amongst those few academic historians who are interested in MK-ULTRA and its legacy. I believe that consensus to be wrong.

Many years of researching Bluebird/Artichoke/MK-ULTRA and its even more hidden British counterpart, and speaking and corresponding with individuals who claim to have been guinea pigs in these programmes, have convinced me that the covert mind control techniques had three main origins:

i) the medical and psychological research on soldiers with "shellshock" dating back to the Crimean and American Civil War, and continuing through WW1 & WW2. Many soldiers whose psyches had been fragmented by the experience of terrible events, and were suffering from what we now term Post Traumatic Stress Disorder, effectively became experimental subjects. Whilst many of the shellshock doctors had the best of intentions, others were directly involved in the mind control programmes. For instance, perhaps the most famous of all the British shellshock doctors, William Sargant, collaborated extensively with Ewen Cameron and Sidney Gottlieb of MK-ULTRA notoriety. Sargant even betrayed CIA doctor Frank Olson to Gottlieb when Olson described his horror at witnessing terminal mind control experiments in 1953, probably either in Britain or in former IG Farben buildings in Frankfurt which were by then occupied by the CIA. Olson's son, Eric, has good evidence that his father was subsequently murdered by CIA elements;

ii) the very mechanical theories of the brain which were academically fashionable at the time of WW2, particularly Operant Conditioning, Classical Conditioning, and Behaviourism, and their gurus - IP Pavlov and BF Skinner. These very crude psychological frameworks suggested to the mind control doctors that the human brain could be programmed. These theories drove much of the research well into the 1970s when Drs Ervin and Mark, proteges of Robert G Heath (of brain electrode fame) and Louis Jolyon West (of MK-ULTRA notoriety) attempted to convert a disused missile base into a location for eradicating violent tendencies in primarily black prisoners using methods which can perhaps be best described as lobotomization of the limbic system. Ervin and Mark even suggested Lee Harvey Oswald's brain would have been ideal for their destructive techniques;

iii) the shamanic and occult techniques for creating trance and dissociated states, and for guiding or controlling the behaviour of an individual placed in such a state.

It is this third occult/shamanic element that Peter Levenda's concept of the "Manson Secret" captures (articulated in his brilliant Sinister Forces trilogy), and which Marks' concept of the "Manchurian Candidate" does not. The triggering of the dissociated state often involves the same techniques: eg hypnosis, narcotics, sensory deprivation, pain (whether self-inflicted, eg being made to stand with arms outstretched and fingers inches above a live electric wire, or inflicted by another person), trauma, fear. However, the "Manson Secret" concept makes explicit the fact that the people who best knew how to programme and control dissociated states were those with an occult or shamanic background.

These mind control programmes, which began with experiments on POWs, prisoners, enemy nationals and orphans, appear - over time - to have been increasingly contracted out. Sometimes this contracting out went to black military operations. I have testimony from several individuals of the increasingly sophisticated use of hypno-narcotic programming, and sensory deprivation/trauma experiments, occuring during the Vietnam War's Phoenix Program. Both on the individual level - programming of friendly operatives prior to a sensitive operation. And on the mass level - acts of horror designed psychologically to terrorize and traumatize the enemy. Douglas Valentine, the historian of the Phoenix Program, has described horrific events which take on an entirely different cast if viewed through the lens of MK-ULTRA.

The other major form of contracting out was to plausibly deniable fronts - particularly cults. Jim Jones was a protege of CIA torture specialist Dan Mitrione. Jonestown and the People's Temple, with its white leadership (many with family connections to the Chemical-Biological-Warfare nexus), its exotic and extensive pharmacy featuring drugs such as Thorazine, its medical wristbands for identifying cult members, and its "Blue-Eyed Monster" and sensory deprivation pit (a human version of mad behaviourist Harry Harlow's "pit of despair") being obvious examples.


The (People's) Temple also used electroshock treatments to modify the behavior of the children entrusted to their care. In a locked room of the San Francisco Temple was a machine that only the children to be disciplined and an attending nurse were allowed to see. The machine was named "The Blue-Eyed Monster" though later reports referred to it as "The Blue-Eyed Demon". Some said this Aryan devil was a simple cattle prod, others claimed it was a heart defibrulator or the shock treatment machine the Temple had acquired from Mendocino State Hospital. Few children would describe the apparatus; but those who did said it was a scaled-down version of an executioner's electric chair. The child was strapped into the metal chair and electrodes were attached to various parts of his or her body. Though the machine itself was hidden from the general adult congregation, Jones would call out the names of those children to be disciplined and they would be taken into the Blue-Eyed Monster's den. A microphone, attached to the public address system, was placed in the room. The general congregation heard no noises from the machine only the screams of the children attached to it. The child emerged from the room and ran to Jim Jones; grovelling at his feet to say "Thank you - Thank you" in robot-like repetition.

Later, in Jonestown, the physical beating and shock treatments of the Temple children were replaced with sheer terror in the form of "Big Foot"; a monster that Jones told them lived in a shallow well on the outskirts of the jungle community. Children who misbehaved were lowered into the well, where, unknown to them, adults were hiding in the darkness. The adults made animal sounds and grabbed at the child's dangling legs in a feigned attempt to pull him into the abyss.

Jim Jones was a charismatic leader and expert hypnotist who learnt many of his techniques studying evangelical street preachers, such as David Miranda and his "Church of God is Love" movement, in Brazil. However, Jones himself may have been programmed. He seems to have had a double who appeared for photo opportunities in Castro's Cuba whilst the real Jim was being "treated" in Hawaii as a patient in the Langley-Porter Neuropsychiatric Institute (LPNI) for several months. LPNI is known to have undertaken ELF experiments on behalf of ARPA (the Advanced Research Projects Agency). Nearly every single one of the Jonestown survivors was taken to LPNI for psychiatric "evaluation" after the massacre.

Jones and his People's Temple cult were creating dissociated individuals and providing them with a new, cult-created, framework in which to live. Jonestown itself, totally cut off from the outside world, can at one level be seen as a giant sensory deprivation experiment. However, Jones was at least providing a setting and a shared mythology for his human guinea pigs. The doctors of MK-ULTRA, who attempted to programme individuals for specific tasks such as assassination, provided no such shared mythology.

All shamans know that once you open the Pandora's Box of the mind, you have to provide the initiate with a cosmology, a map for the journey. Those who ran MK-ULTRA (and its successors) were truly blind to the Pandora's Box, the Manson Secret, they were unlocking. Indeed, they were more Behaviourist or Pavlovian than Shaman.

For the first-person testimony of a recently deceased gentleman who believes he was part of the human detritus of MK-ULTRA, and the Search for the Manson Secret, "vern's" account can be found at the link below. "vern" had no documentation to prove that what he believes happened to him actually did happen - so there is a possibility that his account is not entirely true. However, there is independent corroboration that Ditran - a powerful and very nasty hallucinogen - was secretly tested on humans, and one of its victims, in his own words, was Ken Kesey:

Real footage of assassins going about their lethal business is extremely rare. NBC cameraman Bob Brown lost his life filming the Jonestown assassins climbing out of the tractor, advancing towards the plane, and killing Congressman Leo Ryan (critic of the CIA), and at least four others. None of these assassins was ever tried. The only individual convicted in relation to these murders was one of Jim Jones' white lieutenants, Larry Layton, for conspiracy to murder and attempted murder. Layton was inside the plane, and was not one of the assassins advancing from the tractor. (Layton was initally acquitted of murder in Guyana after successfully pleading that he'd been "brainwashed".)

The footage for which Bob Brown died, his rushes of the advancing assassins, is very rare and hard to find - even for professional film researchers. However about three grainy seconds can be seen in this YouTube clip at c2:45 and c3:08:

Some researchers believe that these assassins are "hypno-programmed". Some that they are a professional hit team. Others that they are simply paranoid killers. Whatever the truth, the footage that cost Bob Brown his life is both shocking and unique.

I did read her book "Snake Dance" and it's also hard to know what to make of it; it's written in a very overwraught fashion. About all I was able to take away from it was her conviction that the CIA destroyed Jonestown one way or another, and her mistrust of Mark Lane.

Your comments about Operation Phoenix reminded me of this quote from Mae Brussell (when asked about the Patty Hearst episode):

Did anyone else note a recent announcement by some scientists {here (http://esciencenews.com/articles/2008/10/22/forget.about.it.inducible.and.selective.erasure.me mories.mice)} that they have found a chemical that could be used to selectively [!!!!] and permanently erase individual memories in mice, but no reason it can't be used in a person!....such 'advances' and the coming world of miniature computer-brain implants will add to this already horrible mix. Is it the future yet?

Myra - I absolutely agree with Mae Brussell.

I believe MK-ULTRA to be one of many parallel programmes which developed and field tested "mind control" techniques. These parallel programmes existed within different parts of the American, British and European military-multinational-intelligence complex, and sometimes spoke to each other and sometimes didn't.

In this context, it should be noted that the later remote viewing* research had separate Army Intelligence, CIA, NSA, ONI and DIA programmes. So, to assume something as important as "mind control" would be limited to the CIA's MK-ULTRA programme is, imo, naive.

I regard the Phoenix Program as a perfect opportunity for the black doctors & shrinks to use experimental techniques in operational conditions with zero accountability, and one that they embraced with salivating relish and a complete absence of moral conscience.

In his excellent "The Assassinations of the 1960s as Deep Events", Prof Peter Dale Scott writes:


I have a personal reason for my interest in CIA links to Manchurian candidates and assassinations. Some of you may recall the Symbionese Liberation Army (S.L.A.) in the 1970s, the group led by "Cinque" or Donald DeFreeze. The S.L.A. first made headlines by murdering the superintendent of the Oakland School District, Marcus Foster; it subsequently kidnapped Patty Hearst and is said to have brainwashed her. As a convict, Cinque had participated in a behavior modification program in the California Medical Facility at Vacaville state prison; and that program’s director, Colton Westbrook, subsequently applied to teach in my Department of English at UC Berkeley. The chairman asked me to peruse Westbrook’s curriculum vitae; and I immediately noticed that while in Vietnam Westbrook had worked as a civilian employee of Pacific Architects & Engineers (PA&E). PA&E was a well-known cover for the CIA in Saigon, and I so notified the Chairman. Westbrook did not get the job.

Yes, that's right. Donald DeFreeze was part of a behaviour modification programme run in Vacaville prison by Phoenix Program veteran Colston Westbrook. DeFreeze was then allowed to escape, and formed the Symbionese Liberation Army. When he captured Patty Hearst, he did not randomly abuse her:


For about forty days, Patty Hearst was kept in solitary confinement in the closet with no contact with the outside world. Besides profound sensory deprivation, she was subjected to food and sleep deprivation, sexual molestation, frequent interrogations and mock FBI raids staged by the SLA. During these she thought she might be killed at any time. Once out of the closet she was subjected to further interrogation and threats. Her autobiography makes it clear that the SLA used the classical techniques of thought reform, coercive persuasion, mind control, or brainwashing.

At Patty Hearst's trial, the expert witnesses were a veritable spook's gallery: Jolly West, Dr Martin Orne (MK-ULTRA master hypnotist), Dr Margaret Singer ("brainwashing" expert and like Orne & West, a member of the MK-ULTRA cover-up project known as the False Memory Syndrome Foundation), and Dr Robert Jay Lifton.


Dr West testified that Patty Hearst had a new identity deliberately created by Donald DeFreeze. All four expert witnesses testified that Patty Hearst had been brainwashed using classical mind control techniques.

In other words, DeFreeze & the SLA had transformed heiress Patty Hearst into a Manchurian Candidate bank robber.

Where did a street hood and unsuccessful armed robber like Donald DeFreeze learn such sophisticated programming techniques? There's only answer that makes sense to me, and its symbol is the bird that rose from the dead. As I have written in the context of Charles Manson, my conclusion is that DeFreeze was a controlled controller - created, in part, by Phoenix Program veteran Colston Westbrook.

To develop the theme of Jolly West's onanism, I want to speculate on quite why the SLA were chosen as a test subject for Pat Price & the NSA remote viewers.

If DeFreeze was a controlled controller, and the SLA were a creation of Phoenix Program/MK-ULTRA programming, then they were both a deep black operation and an experimental field test. I've always assumed the SLA were monitored fairly continously, by covert surveillance. And they had strong links, and appear to have cooperated, with Jim Jones' People's Temple which still had a presence in California.

So, what better way to test the "reliability" of remote viewing than by getting Pat Price to "observe" the SLA. After all, the data was eminently checkable and testable.

On the matter of James Randi and his fellow members of the False Memory Syndrome Foundation, Joel has posted some illuminating background information on several members of the FMSF and their apparent involvement in paedophilia/child sexual abuse cases as part of his enormous and compelling Dutroux paedophile case file.

One can only add the suspicion of what better way to bleach guilt and deflect and limit public horror with the subject of child abuse than to create the impression that abused children were simply suffering from a syndrome of false memory.

This excerpt from the Artichoke documentation is further confirmation that narco-hypnosis and electro-shock techniques both to "re-condition" and "re-orient" the attitudes of individuals, and to attempt to wipe out memory, "total amnesia", were fairly advanced and operational by 1952.

The officially approved history of MK-ULTRA suggests that the CIA "discovered" Ewen Cameron's use of electroshock and "psychic driving" in a civilian programme in Canada in 1957. I contend that this is a cover story, or a limited hangout.

The official story suggests this aspect of mind control research travelled from the Civilian sphere (Cameron in Canada) to the Intelligence/Military sphere (MK-ULTRA funding) in the late 1950s. The opposite is almost certainly the case.

This conditioning/memory programming research was developed in the Intelligence/Military sphere (Bluebird/Artichoke) and was sufficiently successful for it to be tried in the Civilian sphere (Cameron's post-partum depression victims).

As usual, the official history is rubbish.

In terms of trying to understand MK-ULTRA from the surviving record, this 1953 (partially declassified) memorandum on "Two Extremely Sensitive Research Programs" is crucial.

One of the "Extremely Sensitive Research Programs" is identified as "Covert studies of biological and chemical warfare", further defined as:




Research to develop a capability in the covert use of biological and chemical materials. This area involves the production of various physiological conditions which could support present or future clandestine operational. Aside from offensive potential, the development of a comprehensive capability in this field of covert chemical and biological warfare gives us a thorough knowledge of the enemy's theoretical potential, thus enabling us to defend ourselves against a foe who might not be as restrained in the use of these techniques as we are. For example: we intend to investigate the development of a chemical material which causes a reversible non-toxic aberrant mental state, the specific nature of which can be reasonably well predicted for each individual. this material could potentially aid in discrediting individuals, eliciting information, implanting suggestion and other forms of mental control.


The other "Extremely Sensitive Research Program" is totally redacted. However, it is possible to make educated guesses as to the redacted research area from examining the subject matter of MK-ULTRA sub-projects. It should be noted that it was considered acceptable for "Covert studies of biological and chemical warfare" to be visible (un-redacted) as part of the declassification process, but it was not considered acceptable for the other research area to be identified.

3. This Research Program has been actively underway since the middle of 1952 and has gathered considerable momentum during the past few months. It is now evident on the basis of work currently underway that approximately 94% of the projects contemplated can be handled through regular procurement channels by means of customary contracts signed jointly by the Agency and the organization undertaking to carry out the work. It has also become apparent that approximately 6% of the projects are of such ultra-sensitive nature that they cannot and should not be handled by means of contracts which would associate CIA or the Government with the work in question. This 6% of the current research effort now lies entirely within two well-defined fields of endeavor, namely:

(a) Research to develop a capability in the covert use of biological and chemical materials. This area involves the production of various physiological conditions which could support present or future clandestine operational. Aside from offensive potential, the development of a comprehensive capability in this field of covert chemical and biological warfare gives us a thorough knowledge of the enemy's theoretical potential, thus enabling us to defend ourselves against a foe who might not be as restrained in the use of these techniques as we are. For example: we intend to investigate the development of a chemical material which causes a reversible non-toxic aberrant mental state, the specific nature of which can be reasonably well predicted for each individual. this material could potentially aid in discrediting individuals, eliciting information, implanting suggestion and other forms of mental control.

4. It is highly undesirable from a policy and security point of view that contracts should be signed indicating Agency or government interest in either of these two fields. In a great many instances the work in field (a) must be conducted by individuals who are not and should not be aware of our interest. In all cases dealing with field (B ), it is mandatory that any connection with the Agency should be known only to an absolute minimum number of people who have been specifically cleared for this purpose. In no case should any manufacturer or supplier be aware of Government interest.

5. In many cases in field (a) where the researcher can be cleared and may be aware of our interest in the program, he is unwilling to have his name on a contract which remains out of his control in his files. Experience has shown that qualified, competent individuals in the field of pharmacological, physiological, psychiatric and other biological sciences are most reluctant to enter into signed agreements of any sort which connect them with this activity since such a connection would jeopardize their professional reputations.

6. Even internally in CIA, as few individuals as possible should be aware of our interest in these fields and of the identity of those who are working for us. At present this results in ridiculous contracts, often with cut-outs, which do not spell out the scope or intent of the work and which contain terms which the cut-out cannot incorporate in his contract with the researcher without revealing Government interest. Complete Government audits of such contracts are impossible for the same reason.

7. It is, therefore, requested that the DCI authorize TSS to handle 6% xxxxxxxx of the previously approved research budget for FY '53 without the establishment of formal contractual relations. This program will be known as Project MKULTRA.

8. It is suggested that payment of invoices under Project MKULTRA forwarded by TSS be authorized, provided that:

(a) the total of such invoices does not exceed 6% for Fiscal Year 1953;

(B ) the invoices carry a certification by the TSS Research Director that payment of funds is authorized and that the invoices represent work accomplished within the program approved by the DCI under Project MKULTRA as outlined in this memorandum;

c ) the invoices carry the certification of the Executive Secretary of the Research Board that the scope of the program has been approved;

(d) the invoices carry the certification of the cognizant TSS Division Chief that the work has been satisfactory from a technical point of view.

9. It should be emphasized that this authorization does not involve any new allocation of funds, but merely applies to a portion of a previously approved budget. The TSS certifications mentioned above will mean that:

(a) the project is being handled under the conditions set forth in this description and specifically falls within one of the two ultra-sensitive field mentioned above;

(B ) the project has been approved in the manner provided for in the PRC document which originally set up and approved the over-all TSS Research Program. Each project will thus have been presented by the Chief of the Division monitoring the work to the Research Director and to the Research Chairman and will have, as in the past, to be approved by both before any expenditures are made;

c ) technical control over the project will be exercised by the TSS Division Chief and Project Engineers to the same extent now applying to projects handled in the normal fashion. Technical reports will be rendered when necessary and advisable and will be available for inspection in TSS files at any time;

(d) in the case of each project, TSS will reach an understanding with the individuals who will perform the work as to the conditions under which the work will be performed and reimbursement arranged. No standard contract will be signed. In some cases when possible, a memorandum of agreement will be signed and retained in the TSS files. Under no circumstances would copies of such agreements leave TSS files where they will be kept available for inspection;

(e) the manner in which the work will be handled and methods of maintaining Agency and Government sterility will be worked out with the Inspection & Security Office as in the past, and clearance of individuals to the extent deemed necessary by TSS and I & SO will be obtained;

(f) invoices, when received by TSS, will be forwarded to Finance Division for payment and will be certified as outlined in Paragraph 8 above. Whenever documents are available supporting a portion or all of a given invoice, such as cancelled checks, receipted bills, etc., these will be requested by TSS and retained in TSS files in support of the invoice, where they will at all times be available for inspection. They will not be forwarded with the invoices. Such documents at best will cover only a portion of the total expenditures, and regular audit procedures will not be followed;

(g) other provisions and controls over the Research Program specified in the original PRC approval will remain unaltered. Technical progress under the separate projects handled under Project MKULTRA will be included whenever necessary in the regular progress reports now submitted by the Director of Research. The monthly budget and financial report being submitted by TSS to DD/A will include full financial information on these projects, including how much of the 6% has been committed, how much has been spent and how much remains.

20. The establishment and approval of Project MKULTRA will allow TSS to undertake highly desirable and necessary research in these two sensitive fields which would not be possible unless the work can be handled in this manner.

Sleep and sensory deprivation were extensively used by the People's Temple, in a manner later fictionalized (knowingly or not) in the excellent movie, The Jacket.




Sleep deprivation was also used to break the will of Temple children and adults and render them open to Jones' strong willed orders. For no other apparent reason, the subjects were forced to go days without sleep. Many were so deprived that they would fall asleep standing up.

Sensory deprivation was also widely employed as a means of breaking down the will of a test subject. ....... It was not until the Temple moved to Guyana that their experiments in sensory deprivation surfaced. Tom Grubbs, a psychologist with a degree from the University of California, was in charge of "the box". Grubbs, who was also the principal of the Jonestown school, personally constructed Jones' sensory deprivation chamber. Test subjects were locked into the chamber which was then placed below ground in a root cellar. The effect was that of being buried alive. Jones recognized the terror in the technique and ordered several additional chambers built in the shape of coffins. The test persons interred in the boxes were totally deprived of all sensory input. Without input, the mind goes blank and the subject emerges from the ordeal in a very receptive state for further conditioning. Tom Grubbs, who had been the Temple's expert in sensory deprivation for eight years, reportedly died in the Jonestown massacre but this cannot be confirmed as his body has never been identified.

So, the Reverend Jim Jones was using advanced sensory deprivation techniques on his "family". Where did a "left-wing" street preacher think of such things?

The fact that both the techniques and the custom-built equipment were in the charge of a University of California psychologist is provocative. It suggests that, once again, we have a meeting of behaviourist and Pavlovian psychology with a large dose of MK-ULTRA - except it's been contracted out to a cult, and physically moved outside the borders of the USA to Guyana.

SCREEN MEMORY

According to declassified documents in the Marks files, a major difficulty faced by the MKULTRA researchers concerned the "disposal problem." What to do with the victims of CIA-sponsored electroshock, hypnosis, and drug experimentation? The Company resorted to distressing, but characteristic, tactics: They disposed of their human guinea pigs by incarcerating them in insane asylums, by performing ice-pick lobotomies, and by ordering "executive actions."[103]

A more sophisticated solution had to be found. One of the goals of the CIA's mind control efforts was the erasure of memory via hypnosis (and drugs, electronics, lobotomies, etc.); not only would this hide what occurred during the experimental indoctrination/programming sessions, it would prove useful in the field. "Amnesia was a big goal," confirms Victor Marchetti, who points out its usefulness in dealing with contract agents: "After you've done it, the agent doesn't even know what he's done...you send him in, he does the job. When he comes out, you clean his head out."[104]

The big problem: Despite hypnotically-induced amnesia, there would be memory leaks -- snippets of the repressed material would arise spontaneously, in dreams, as flashbacks, etc. A proposed solution: Give the subject a "screen memory," a false story; thus, even if he starts to recall the material, he will recall it incorrectly.

Even the conservative Dr. Orne notes that:


A S [subject] who is able to develop good posthypnotic amnesia will also respond to suggestions to remember events which did not actually occur. On awakening, he will fail to recall the real events of the trance and will instead recall the suggested events. If anything, this phenomenon is easier to produce than total amnesia, perhaps because it eliminates the subjective feeling of an empty space in memory.[105]

Not only would the screen memories fill in the uncomfortable blanks in the subjects' recollection, they would protect against revelation. One fear of the MKULTRA scientists was that a hypno-programmed individual used as, say, a courier, could be un-programmed by another hypnotist, perhaps working for the enemy. Thus, the MKULTRA scientists decided to instill multiple personalities -- multiple cover stories, if you will -- to confuse any "unauthorized" hypnotist.[106]

One case using this technique centered on an assassin named Luis Castillo, who, after his capture in the Philippines, was extensively de-briefed and studied by experts in the employ of the National Bureau of Investigation, that country's equivalent to our FBI. Castillo was discovered to have had at
least FOUR separate personalities hypnotically instilled; each personality could be triggered by a specific cue. In one state, he claimed to be Sgt. Manuel Angel Ramirez, of the Strategic Air Tactical Command in South Vietnam; supposedly, "Ramirez" was the illegitimate son of a certain pipe-smoking, highly-placed CIA official whose initials were A.D.[107] Another personality claimed to be one of John F. Kennedy's assassins.

The main hypnotist involved with this case labelled these hypnotic alter-egos "Zombie states." The report on the case stated that "The Zombie phenomenon referred to here is a somnambulistic behavior displayed by the subject in a conditioned response to a series of words, phrases, and statements, apparently unknown to the subject during his normal waking state."

Upon Castillo's repatriation to the United States, the FBI claimed that he had fabricated the story. In his book OPERATION MIND CONTROL, Walter Bowart makes a convincing case against the FBI's claims. Certainly, many aspects of the Castillo affair argue for his sincerity -- including his hypnotically-induced insensitivity to pain[108], his maintenance of the story (or stories) even when severely inebriated, and his apparently programmed suicide attempts.

If Castillo told the truth, as I believe he did, then he manifested both hypnotically-induced multiple personality and pseudo-memory. The former remains controversial; the latter has been repeatedly replicated in experimental situations[109].

THE MILITARY AND MIND CONTROL


Some time ago, I attended hypnotic regression sessions in which the subject -- a claimed UFO abductee -- recalled undergoing a mysterious "brain operation" at a veteran's hospital in California. The operation was performed by human beings, not aliens. Interestingly, this same hospital was mentioned in two other cases I encountered. These other claims were not made by abductees, but by people alleged to have been victims of mind control experimentation.


One of these claimants, a former Navy SEAL who undertook numerous dangerous missions in Vietnam, favorably impressed me with the wealth of detail in his story[147]. This individual -- I've taken to calling him "the trained SEAL"-- had received specialized combat training at a military base in California; he claims that at one point during this training he was drugged, hypnotized, possibly placed under some form of electronic control, and subjected to the extremes of pain/pleasure operant conditioning. One peculiar detail of his story concerns the "reward" aspect of the conditioning: When properly acquiescent, he was given unlimited sexual access to a woman who, the SEAL avers, was herself the victim of brainwashing.


Unbelievable as this last claim may seem, I found it oddly resonant when I later interviewed a prominent abductee in the Southern California area, who bravely offered me details on a puzzling, albeit quite delicate, incident in her past. Still an attractive woman, she recalled for me -- indeed, seemed strangely compelled to describe -- an early love affair with a young soldier training at a military base near her home. She cannot recall the soldier's name. All she remembers is that one day he started LIVING AT HER FAMILY'S HOUSE; she has no memory of how the arrangement began, and her parents have never felt comfortable discussing the matter. Although unattracted to this soldier, she felt compelled to become intimate with him, adopting a pliant, obeisant attitude that was quite out of character for her. Later, the soldier went on to covert missions in Vietnam.


Of course, a young person's psycho-sexual development is never smooth, and the incident related above may merely have represented one peculiarly upsetting bump in that notoriously rough road. Still, some of the details of this story -- particularly the parents' attitude, the woman's personality shift, and her subsequent memory lapses -- are striking, and I treat with respect the abductee's intuition that this minor enigma in her personal history could, if properly understood, shed light on her later "missing time" experiences.


Could the "trained SEAL" have been right? Was there, IS there, a coterie of hypno-programmed soldiers conducting particularly hazardous missions? And do the programmers have at their disposal a "ladies' auxiliary," so to speak, of hypnotized camp followers?


If the SEAL's story stood alone, skeptics could easily dismiss it (provided they did not sit, as I did, face-to- face with the story's teller, listening to all the grisly and unsettling details). But other veterans have added their voices to this grim tale. Daniel Sheehan, of the Christic Institute, claims that his organization has spoken to half-a-dozen individuals with narratives similar to my SEAL informant. All had received "processing," so to speak, within the context of standard military training; after programming and specialized combat instruction by mercenaries, the recruits were placed "on hold," to be used as situations arose -- and some of those situations occurred within the United States[148].


Walter Bowart began his own researches into mind control by placing an ad in SOLDIER-OF-FORTUNE-style publications, asking for correspondence from veterans who experienced inexplicable lapses in memory or strange behavior modification techniques while serving in Vietnam; he received over 100 replies. Bowart devoted an entire chapter to one of these respondents -- an Air Force veteran named David, who ended his four-year tour of duty recalling only that he had spent the time "having fun, skin diving, laying on the beach, collecting shells...It never dawned on me until later that I must have DONE something while I was in the service." (An obvious example of screen memory.) He was also "assigned" a girlfriend whose name he cannot now recall, despite the length and deep intimacy of the affair[149]. The parallels to the SEAL's story and the abductee's account should be obvious.


We even have a confession, of sorts, from a scientist who specialized in one aspect of this sort of training. Lt. Commander Thomas Narut, of the U.S. Naval Hospital at the NATO headquarters in Naples, Florida, admitted during a lecture in Oslo that recruits in Naples underwent CLOCKWORK- ORANGE-style behavior modification sessions. Trainees would be strapped into chairs with their eyelids clamped open while watching films of industrial accidents and African circumcision ceremonies -- films frequently used by psychologists as a means of inducing stress in experimental situations. Unlike the protagonist in A CLOCKWORK ORANGE, who learned revulsion at the sight of violence, Narut's soldiers were taught to accept and enjoy bloodshed, to view it with equanimity. Similar techniques were used to dehumanize potential enemies. Graduates of this program became, in Narut's words, "hit men and assassins," to be placed in American embassies throughout the world.


When questioned by reporters about these claims, the American government denied the story; Narut -- after a long incommunicado period and apparent coercion -- later explained to journalists that he had merely spoken theoretically. If so, why did he originally describe the behavior modification procedure as an ongoing program?[150]


And while it may seem frivolous to return to the subject of abductions after examining such grim data, I should remind the reader of the many abduction accounts in which abductees recall being forced to watch certain stress- inducing motion pictures. The aliens, it seems, have learned a few lessons from Dr. Narut.

Having had my curiosity tweeked by some the posts at the 'Nobody Blog' (http://churchofnobody.blogspot.com/2009/07/brice-taylor-thanks-for-memories.html) I've started to look at the whole 'mind-control' experiments issue. Frankly I had largely dismissed the subject, somewhat along the lines of the Adam Curtis thesis referenced at the start of this thread. It hasn't taken long for me to conclude that I was wrong and that MK-ULTRA was/is indeed the tip of an enormous and growing iceberg with a whole raft of related programs concealed by massive wads of disinformation crafted to appeal to outraged populist sentiment.

It's a BIG subject that I'm really only just embarking on. I am presently reading 'Thanks for the Memories' by Brice Taylor - aka Susan Ford (pdf available here (http://www.box.net/shared/dx8i272e88)). It is NOT for the faint-hearted.

Then this post caught my attention (http://vigilantcitizen.com/?p=1676) - an 'interpretation' of 'Lady Gaga'. Weird weird stuff but the author's quotes (whilst not credited properly) were from one of the TFM extended introductions and there are indeed some remarkable visual and behavioural parallels with what that intro and Susan Ford herself describes.

Nothing more to say right now other than, from what I have found so far and other than fairly simplistic (if diabolical) cult-perpetuation imperatives amply illustrated by 'survivor' type testimonies, there seems to be very little about over-arching control and usage motivations. Motives are briefly alluded to in the Greenbaum speech, but in a shallow speculative fashion only. OK, it's not too difficult to make speculative connections to what 'Nobody' dubs 'The Paedophocracy'. Also a raft of movies with 'mind-control' - usually populist and a bit simplistic - as a leitmotif (Total recall, The Manchurian Candidate, The Jason Bourne series, The Ipcress File, and no doubt many others) but I haven't come across anything substantive yet.

I need to go further down the rabbit hole it seems. Any book recommendations or links welcome.

Despite the passage of four decades, America and its military have never come to grips with its own ghastly programs of using soldiers as guinea pigs to test chemical or biological weapons such as LSD, sarin, nerve gases, plague, mescaline, anthrax and hundreds of others. At the same time, they also conducted mind-control experiments, as soldiers and others were administered drugs, and septal implants were inserted in the sinus cavities a la "The Manchurian Candidate." The secret research programs, originally code-named MKULTRA but continued under a long succession of other code names, were conducted mainly by the US Army from 1943 until at least 1975. However, the CIA provided planning, financial support and field testing. Participants in the experiments were recruited by the Army and lured by promises of no KP duty, a four-day workweek, the promise of medals and special recognition. At the same time, they were sworn to secrecy and forced to sign a general consent form without informed consent or even knowing the nature of the toxic substances that were sprayed in their faces, applied to their skin or injected into their veins. And the government continues to try to hide the fact that Nazi members were recruited to help devise these experiments as part of Operation Paperclip, and that many of the biological experiments were modeled after those conducted by the notorious Col. Shiro Ishi in Manchuria and Japan.

When word of these programs leaked out in the mid-1970's, the CIA director, Adm. Stansfield Turner, promised Congress that the affected veterans would be notified and provided medical treatment. However, that promise was more observed in the breach, as the process of notifying and treating the victims of human experimentation has barely scratched the surface of their acts of treachery. And now we learn that the DoD will not even compile an initial roster of affected veterans until 2012. Unlike Britain, which long ago compensated its veteran participants in a parallel group of tests at Porton Down, America is waiting patiently for these veterans to die, and it is one of the greatest injustices of our time.

Yet, despite the long passage of time, the agents responsible for this program continue to offer rationalizations to justify their own acts or those of their predecessors. They cite the fears engendered by the Cold War, real or imagined, and raise the chance that our enemies might beat us to the punch. You hear a lot of denial or outright lies, and the trail of documents suddenly disappeared in a purging ordered by the CIA director, Richard Helms. And they speak of sacrifices for the common good (not their own, but of those men exposed). The doctors among them don't like to talk about the Hippocratic Oath or basic principles of morality. Rather, they talk a lot about science, advances in learning and the thrills of discovery. They forget that "Blood does not wipe out dishonor, nor violence indicate possession" (Julia Ward Howe). And you hear nothing or very little about the long-term health effects of their programs, and their failure to notify, monitor or treat the victims, who have experienced a panoply of adverse health effects such as PTSD, breathing and lung problems, problems with internal organs and countless others.

Walter Lippman once said that a man has honor if he holds himself to an ideal of conduct though it is inconvenient, unprofitable or dangerous to do so. The perpetrators of these programs have stained their honor. In a time of admitted polarization and confrontation, they sacrificed their scruples, and victimized their fellow man. Their honor will never be restored unless they candidly admit their complicity and fault, and do everything in their power to help restore the health and well-being of their victims. With each death, their debt swells and the possibilities of redemption become more distant and unlikely. And a miasma of shame, as toxic as the clouds created by biological weapons, continues to hang over this great nation.

And when the last man standing succumbs, a pall of infamy and shame will become indelible, and choke the last glimmer of redemption, and history will justly record another chapter in the annals of infamy.

I am not fully conversant with all the scientific literature on MK/ULTRA but I do have some insights to share regarding what Richard Condon embedded into his novel, The Manchurian Candidate. I will share these "insights" from time to time when permissible. Wonder if David Corso was Lt. Col. Philip J. Corso's son perhaps? Corso ran the Vatican Rat Lines behind the back of Giovanni Battista Montini IMHO.
He essentially implied that he had FULL CONTROL of the project and was the person who decided who got or could get Vatican Visas and who would have to be removed from Vatican control to obtain SKOM doctored Visas. More later on this.

I do note that there are some videos of the fellow at his web site which show him lifting weights; I didn't watch them, nor am I going to make any claims. But I do have a question: Does this "super-soldier" program (alleged or real) have anything to do with the apparently real 'Ultimate Warrior training program' run by the Levey's et al and I believe discussed in some detail in Richard Strozzi Heckler's book "In Search of the Warrior Spirit: Awareness Disciplines for Green Berets"? In theory, though not discussed in the edition of the book I have, the project involved bio-feedback training, binaurally-driven brain wave states and meditation, and ...?

If you get shot, you feel the bullet, but after that, the inflammation and swelling that trigger agony are substantially reduced. The company has already hit its first milestones in animal testing and is preparing reports for scientific conferences.

The plan is for new body armor that, instead of Kevlar, is filled with nano-materials that are connected to a computer. [Computer controlled liquid armor] It would normally be as flexible as regular uniform made of fabric. But, like how a crash-bag works inside a car, it would activate whenever the system detects a bullet strike and turn as hard as steel in an instant.

Gloves could turn into real-life brass knuckles.

The fabric could even be woven in with "nanomuscle fibers" that simulate real muscles, giving soldiers more an estimated "25 to 35 percent better lifting capability." So myostatin strength boost to get to olympic athlete strength levels and then 25-35% boost from a soft suit. Use better exoskeletons for more strength enhancement.

From deflecting bullets to powers of invisibility, as military analyst Max Boot writes, such a suit truly “would give ordinary mortals many of the attributes of comic book superheroes.


Our wimpy little Achilles tendons allow the average human to run somewhere between 6 to 8 miles an hour and, unless your name is LeBron James, leap only a few feet in the air. New “bionic boots” and “spring walkers” in development are hoped to solve this. Currently : the Army issued the Improved Outer Tactical Vest, a redesigned version of Interceptor body armor, starting in late 2006. Yes, I quite agree, David, and the totality of the programs developed over the years in terms of bio-engineering especially of mind, of the militarization of neuroscience, the use of psychology and psychiatry for torture and political advantage and warfare, of the bio-engineering of food, of all this "super-soldier" stuff, is simply Cartesian thinking -- man has been given all this to play with by divine indication and the fact that he can think -- taken to its most evil extreme.

The 17-page document (.pdf) (http://www.dod.mil/pubs/foi/02-A-0846RELEASE.pdf), “Experimentation Programs conducted by the Department of Defense That Had CIA Sponsorship or Participation and That Involved the Administration to Human Subjects of Drugs Intended for Mind-Control or Behavior-Modification Purposes,” was prepared in 1977 by the General Counsel of the Department of Defense and released on May 6 after a Freedom of Information Act request.
Most of the details have been revealed in earlier CIA papers. And if anything, the Pentagon’s recap is a reminder of how little the Department of Defense cops to knowing about the CIA projects.
Still, there are some tantalizing new details. Take the origins of MK-ULTRA, the notorious CIA program that dosed thousands of unwitting participants with hallucinogenic drugs.
Initially funded by the Navy, the project set out to study the effects of brain concussion. Soon after, scientists noted that a blow to the head prompted amnesia, leading to the pursuit of a drug-based technique to “induce brain concussion … without physical trauma.” Shortly thereafter, the project was transferred entirely to the CIA, because it involved “human experiments … not easily justifiable on medical-therapeutic grounds.”
Other programs, described briefly focused on mind control. MK-NAOMI was after “severely incapacitating and lethal materials … [and] gadgetry for their dissemination,” and MK-CHICKWIT was designed to “identify new drug developments in Europe and Asia,” and then “obtain samples.”
Edgewood Laboratories, where many of the programs were carried out, is also identified as having tested an incapacitating chemical on prisoners and military personnel without the agency’s approval. The drug, EA#3167, was “appl[ied] to the skin” of subjects using an adhesive tape.
Another program, MK-OFTEN, started as a study on dopamine. But the scope was soon expanded to evaluate ibogaine, a hallucinogen, and then several more drugs, in hopes of creating “new pharmacologically active drugs affecting the central nervous system [to] modify men’s behavior.”
And the Navy is reported to have “obtain[ed] heroin and marijuana” in an effort to develop speech-inducing drugs for use on defectors and prisoners of war. The drugs were eventually tested on 14 people: six volunteer research assistants, and eight unwitting Soviet defectors.

It's worth remembering that CIA director Richard Helms destroyed all the "MK-ULTRA" (in the broad umbrella sense) documents that his apparatchiks could locate. Many of the surviving MK-ULTRA documents are receipts for contractor work and materials that Helms and Gottlieb forgot about in their mass shredding and burning.

This DoD memo appears to be a briefing based on a strictly limited search to enable the Secretary of State for Defence to say, publicly or privately, that the Pentagon was used primarily as a CIA cutout. Other evidence suggests that this position is a lie.

That said, I snorted with derision when I read, on page 5, discussing human experiments on prisoners and soldiers, that:


"It appears that all of the test subjects were volunteers, and that stringent medical safeguards and followup procedures were used."

Whether a person can ethically "consent" to being a guinea pig for drugs whose clinical effects are unknown, but are believed to incude severe "modification" of human behaviour, and for which no medical treatment or antidotes are known, is highly debatable.

At the very least, the doctors would have to inform the subject that there was no known antidote for the drug he was about to take, for consent to be informed.

When the human subjects are either prisoners or soldiers, both of whom exist in highly authoritarian and rank-driven institutions where automatic obedience is expected, I find it hard to see how consent could ever be judged to be informed and freely given.

I know what you're talking about, Ed.

However, with respect, I'm not sure I'd describe the ethical consent point as "moot" just because the US military has attemped to write a clause into soldiers' contracts that the Pentagon can experiment on them in any fashion it likes. I'd describe such a clause as inherently unethical, and clearly capable of being overridden by international human rights law.

Except, silly me, I forgot that the Yankees don't recognize international human rights courts.

Plus, Rumsfeld and Cheney were the criminals directly responsible for covering up the murder of Frank Olson once he, inconveniently, rediscovered his moral conscience and made preparations to disclose unethical, terminal, human experiments.

Ultra-creepy mind-control experiments now go mainstream. I’m sure the souped up version of this “experiment” with the “volunteer” on psychosis-inducing pharmaceuticals is much more effective. In the acknowlegements section it states “O.B. is supported by the Sandoz Family Foundation.” Yes, THAT Sandoz; the same company that Albert Hoffman worked at in Switzerland when he discovered LSD; and, the same company that manufactured LSD for the CIA’s MKUltra experiments in the 50’s and early 60’s. Of course, this is all purely coincidental.

For those who have not yet, please read Albarelli's book entitled A Terrible Mistake, the Murder of Frank Olson and the CIA's Cold War Experiments. While it claims to focus on the murder of Frank Olson and sort of does - it is the best book in many years with the latest compilation [and some new material] on MK/ULTRA and all of its sister programs. It also details how many who knew too much were murdered or silenced in other ways and how files and evidence of the programs were destroyed - but the techniques evolved in these nightmare programs were not. Great book...and sits next to the other better ones I have on mind-control programs and chemical/biological/psychological warfare [for all of these programs were all of the above - along with 'silent' interrogation/torture and covert murder programs].

However, most of them avoided saying that since then extensive scientific research has been carried out in this area throughout the world. In 1975, a neuropsychologist Don R. Justesen, the director of Laboratories of Experimental Neuropsychology at Veterans Administration Hospital in Kansas City, unwittingly leaked National Security Information. He published an article in “American Psychologist” on the influence of microwaves on living creatures’ behavior.
In the article he quoted the results of an experiment described to him by his colleague, Joseph C. Sharp, who was working on Pandora, a secret project of the American Navy.
Don R. Justesen wrote in his article:

“By radiating themselves with these ‘voice modulated’ microwaves, Sharp and Grove were readily able to hear, identify, and distinguish among the 9 words. “An innovative and revolutionary technology is described that offers a low-probability-of-intercept radiofrequency (RF) communications. The feasibility of the concept has been established using both a low intensity laboratory system and a high power RF transmitter. In response to a Freedom of Information Act request filed for this article, the Air Force released unclassified documents surrounding that 2002 patent — records that note that the patent was based on human experimentation in October 1994 at the Air Force lab, where scientists were able to transmit phrases into the heads of human subjects, albeit with marginal intelligibility. Research appeared to continue at least through 2002. Where this work has gone since is unclear — the research laboratory, citing classification, refused to discuss it or release other materials“
We can only stress again that the world media avoid publishing the full scale of the progress in the research of the remote control of human nervous system. Dr. Robert Becker, who was twice nominated for Nobel Prize for his share in the discovery of the effects of pulsed fields at the healing of broken bones, wrote in his book “Body Electric” about the experiment from 1974 by J. F. Schapitz, released due to the Freedom of Information Act request.
J.F. Schapitz stated:

“In this investigation it will be shown that the spoken word of hypnotist may also be conveyed by modulated electromagnetic energy directly into the subconscious parts of the human brain – i. e. without employing any technical devices for receiving or transcoding the messages and without the person exposed to such influence having a chance to control the information input consciously.”

Later, not knowing they were being irradiated, they would be subjected to information beams suggesting the answers to the questions they had left blank, amnesia for some of their correct answers, and memory falsification for other correct answers. The results of the second test were never published. It is rather evident that in those experiments the messages were sent into human brain in ultrasound frequencies which the human brain perceives, but of which the subject is unaware. Dr. Robert Becker, due to those publications and his refusal to support the building of the antennae for the communication with submarines in brain frequencies, lost financial support for his research which meant an end to his scientific career.
Transmitting human speech into the human brain by means of electromagnetic waves is apparently, for the researchers, one of the most difficult tasks. It must be much easier to control human emotions which motivate human thinking, decision making and actions. People who claim to be victims of experiments with those devices complain, aside of hearing voices, of false feelings (including orgasms) as well of aches of internal organs which the physicians are unable to diagnose.

It is rather evident that those technologies are used, in conflict with the Nuremberg code, for experiments on unwitting human subjects. The use of those weapons is time and again reemerging in times of political crisis. According to Russian daily newspapers, during the failed putsch against Mikhail Gorbachov in 1991, general Kobets warned the defenders of the Russian White House that mind control technology could be used against them (Komsomolskaya Pravda, September 7,1991, O. Volkov, „Sluchi o tom chto nam davili na psychiku nepotverzdalis. Poka“).
After the putsch, the vice president of the League of Independent Scientists of the USSR, Victor Sedlecki, published a declaration in the Russian daily Komsomolskaya Pravda where he stated:

As an expert and a legal entity I declare that mass production … of psychotronic biogenerators was launched in Kiev (this is indeed a very serious issue). I cannot assert for sure that that were exactly Kiev generators that were used during the putsch… However, the fact that they were used is obvious to me. What are psychotronic generators? It is an electronic equipment producing the effect of guided control in human organism. It especially affects the left and right hemisphere of the cortex. This is also the technology of the U.S. Project Zombie 5“. He further stated that due to the inexperience of the personnel who operated them the attempt to use the generators failed

In the USA, at present several hundred people complaining of the remote manipulation of their nervous system are preparing a class action lawsuit against the FBI, Department of Defense and other agencies, requesting them to release files pertaining to their persons, detect the harmful radiations aimed at their bodies and sources of those radiations. As well perhaps over 2000 people are complaining in Russia, over 200 in Europe, over 300 in Japan and tens of people in China and India. Russian politician, Vladimir Lopatin, who was working on Committee on Security of the Russian State Duma and introduced there a bill banning the use of those technologies, admitted in his book „Psychotronic Weapon and Security of Russia“ (publishing house Sinteg, Moscow, 1999) that in Russia experiments on unwitting citizens are carried out, when he wrote: „

Compensation of damages and losses connected with social rehabilitation of persons suffering from destructive informational influence must be realized in legal trial“ (excerpts from the book in English

It should be understood that most of those people pass through mental hospitals. Vladimir Lopatin visited the USA in 1999 as a chairman of the Military Reform Subcommittee of the USSR Supreme Soviet Committee for Issues of Defense and State Security and met with Richard Cheney. At that time he was described as the “leader of a new breed of Soviet dissidents”. Then he disappeared from top ranks of Russian politicians.
Why has this research remained classified until present time? There are two explanations for this: First there is a secret arms race in progress in the world where the superpowers compete to gain decisive supremacy in this area and in this way master the control of the whole world. Second the governments keep those technologies in store for the case that they would not be able to control, by democratic means, the crisis that may arise as a result of their poor decisions. In both cases the era of democracy and human freedom in history will come to an end. According to the declaration of the former Russian Defense minister Serdjukov, there are maximally eight years left within which those weapons will officially become a part of the Russian military arsenal. For democracy this would mean a beginning of the end.
Anyway, in the past Russians were not resolved to put those means to work. When the construction of the American system HAARP was launched, with the system supposedly being able to target large regions of the planet by vibrating the ionosphere in brain frequencies (http://nova.stanford.edu/%7Evlf/publications/2007-13.pdf)(in this experiment the brain frequencies were not used, but the HAARP system can transmit in brain frequencies as well), Russia declared its willingness to ban mind control technologies. The Russian State Duma and consequently , the Interparliamentary Assembly of the Union of Independent States addressed the United Nations, OBSE and the European Council with a proposal for an international convention banning the development and use of informational weapons. It is most likely the USA refused to negotiate this convention and in consequence the ban of informational weapons was not discussed by the United Nations General Assembly. Even in the U.S. congress appeared a bill proposing the ban of mind control technologies http://thomas.loc.gov/cgi-bin/query/r?c107:chemtrails.
But this was only for a very short period of time. The bill was then changed and in the new bill the ban of those technologies was left out of the Space Preservation Bill. Neither the U.S. congress nor the U.S. president made ever an effort to ban mind control weapons. The European Parliament reacted as well to the launch of the HAARP system construction (http://www.europarl.europa.eu/pv2/pv2?PRG=DOCPV&APP=PV2&DATE=280199&DATEF=990128&TPV=DEF&TYPEF=A4&POS=1&SDOCTA=8&TXTLST=1&Type_Doc=RESOL&PrgPrev=TYPEF@A4%7CPRG@QUERY%7CAPP@PV2%7CFILE@BIBL IO99%7CNUMERO@5%7CYEAR@99%7CPLAGE@1&LANGUE=EN), when it called in 1999 for the ban of manipulation of human beings.
The resolution was passed after the testimony of the American author of the book “Angels Don’t Play this HAARP”, Nick Begich, which apparently convinced the European Parliament of the possible use of this system to manipulate minds of whole populations. In the report by the European Parliament’s STOA (Science and Technological Options Assessment) panel “Crowd Control Technologies” the originally proposed text of the European Parliament’s resolution is quoted. There the European Parliament calls “for an international convention and global ban on all research and development , whether civilian or military , which seeks to apply knowledge of the chemical, electrical, sound vibration or other functioning of the human brain to the development of weapons which might enable any form of manipulation of human beings, including a ban on any actual or possible deployment(stressed by the author of the article) of such systems“. (40, pg CII, ref. 369). But apparently at the same time the European countries resigned on this intention when accepting the NATO politics of non-lethal weapons.
The same STOA report claims that the USA is a major promoter of the use of those arms and that:

“In October 1999 NATO announced a new policy on non-lethal weapons and their place in allied arsenals” (pg. xlv) and it goes on:
“In 1996 non-lethal tools identified by the U.S. Army included… directed energy systems” and “radio frequency weapons”European Parliament (http://www.europarl.europa.eu/stoa/cms/home/publications/studies?year=all&q=crowd+control+technologies&studies_search=Odeslat+dotaz)
(at the bottom of the page, second reference pg. Xlvi).
Directed energy system is further defined by the STOA document: „
Directed energy weapon system designed to match radio frequency source to interfere with human brain activity at synapse level“ (at the bottom of the page, first reference, Appendix 6-67). Since 1999 those weapons have been upgraded for another 13 years. In 1976 the future National Security advisor to president Carter, Zbygniew Brzezinski, wrote a book “Between Two Ages, America’s Role in the Technetronic Era” (Penguin Books, 1976, Massachusets). In the book he predicted “more controlled and directed society” based on the development of technology, where an elite group will play a leading role, which will take advantage of persisting social crises to use “the latest modern techniques for influencing public behavior and keeping society under close surveillance and control”.
The use of mind control technologies was predicted as well in the publication of Strategic Studies Institute of the U.S. Army War College, published in 1994

The scenario for the year 2000 expected the growth of terrorism, drug trafficking and criminality and drew a conclusion:

“The president was thus amenable to the use of the sort of psychotechnology which formed the core of the RMA (revolution in military affairs)… it was necessary to rethink our ethical prohibitions on manipulating the minds of enemies (and potential enemies) both international and domestic… Through persistent efforts and very sophisticated domestic ”consciousness raising”, old-fashioned notions of personal privacy and national sovereignty changed. As technology changed the way force was applied, things such as personal courage, face-to-face leadership, and the ‘warfighter’ mentality became irrelevant.”…
“Potential or possible supporters of the insurgency around the world were identified using the comprehensive Interagency Integrated Database. These were categorized as ‘potential’ or ‘active’, with sophisticated personality simulations used to develop, tailor and focus psychological campaigns for each“. So the Institute of Strategic Studies supposed that in the year 2000 those technologies would be that advanced that it will be possible to deprive human being of his freedom and adjust his personality to the needs of ruling elite. Most probably those technologies were at this level already in 1994.
The attempts to make the general public acquainted with the existence of those weapons are, with respect to the fact that it is evident that democratic public would require immediate ban of those technologies, systematically suppressed. Vladimir Lopatin wrote:

„The arms race is speeding up as a consequence of classification. Secrecy – this is in the first place the way to secure cruel control over the people… the way how to curtail their creativity, turn them into biorobots…”, and that psychotronic war “is already taking place without declaration of war, secretly… Only if the work on mind control problem is no more covered by the screen of secrecy, extraordinariness, mysteriousness, if complex, open scientific research with international participation, is carried out, the psychotronic war including the use of psychotronic weapon can be prevented”.
The article “Informacni zbrane ohrozuji demokracii a lidstvo” was deleted from the website of the Czech internet newspaper Britske Listy (www.blisty.cz (http://www.blisty.cz/)). The sharing of the original web address of the English version of the same article – Means of Information War Threaten Democracy and Mankind – is blocked on Facebook and a similar article was deleted from the webpage of the Australian magazine “New Dawn”.
There exist no legislations punishing the use of those technologies by governments. Only in Russia and some of the states in the USA there are legislations punishing the ownership or trading with those technologies by non governmental entities. For example in the state of Michigan (http://www.legislature.mi.gov/documents/2003-2004/billanalysis/House/pdf/2003-HLA-4513-s.pdf%20http://www.legislature.mi.gov/documents/2003-2004/publicact/pdf/2003-PA-0256.pdf) the sentence for this crime is equal to the sentence for ownership or trading with weapons of mass destruction.

Or, how McGill pioneered psychological torture

Imagine being trapped in a small room. Your hands covered in gloves, your sight blocked by translucent glasses, and your head covered by a pillow. You cannot touch, taste, see, smell, or feel. You are totally deprived of your senses. This is the imagery of torture in foreign wars, of espionage blockbusters, of terrible nightmares. It seems hardly something that would occur in Montreal. But it did occur, right here at McGill.

Today, many journalists, doctors, and the general public see the Allan Memorial Institute in Royal Victoria Hospital as the cradle of modern torture, a cradle built and rocked by Scottish-born Dr. Donald Ewen Cameron. To the patients of Dr. Ewen Cameron, our university was the site of months of seemingly unending torture disguised as medical experimentation –– an experimentation that destroyed their lives and changed the course of psychological torture forever.

Cameron’s experiments, known as MK-ULTRA subproject 68, were partially funded by the CIA and the Canadian government, and are widely known for their use of LSD, barbiturates, and amphetamines on patients. In the media, they were known as the “mind control” studies done at McGill and were reported as a brainwashing conspiracy from the CIA and the Canadian government. For journalists, the story was a goldmine. LSD use in a CIA experiment was an angle no sensationalist media could reject, especially in the anti-drug frenzy of the 1960s. However, these studies were much more complex than a Timothy Leary scare in la belle ville.

At its worst, the prolonged periods of sensory deprivation and induced sleep used in the experiments left many patients in a child-like mental state, even years after the experiments were finalized. Even today, remnants of Cameron’s experiments at the Allan Memorial appear in torture methods at places like Guantanamo Bay.


A Tale of Two Doctors

This story begins on June 1, 1951 at a secret meeting in the Ritz Carlton Hotel on Sherbrooke. The purpose of the meeting was to launch a joint American-British-Canadian effort led by the CIA to fund studies on sensory deprivation. In attendance was Dr. Donald Hebb, then director of psychology at McGill University, who received a grant of $10,000 to study sensory deprivation. It would be fifteen years after this meeting at the Ritz that Cameron would disastrously pick up where Hebb left off.

Dr. Hebb paid a group of his own psychology students to remain isolated in a room, deprived of all senses, for an entire day. In an attempt to determine a link between sensory deprivation and the vulnerability of cognitive ability, Hebb also played recordings of voices expressing creationist or generally anti-scientific sentiments – clearly, ideas psychology students would oppose. However, the prolonged period of sensory deprivation made the students overly susceptible to sensory stimulation. Students suddenly became very tolerant of the ideas that they had readily dismissed before. As a history professor at the University of Wisconsin – Madison, Alfred McCoy described in his book, A Question of Torture, that during Hebb’s own experiments “the subject’s very identity had begun to disintegrate.” One can only fathom the cognitive effects of Hebb’s work.

Yet, Hebb was more Dr. Jekyll than Mr. Hyde. According to McCoy’s research, Hebb was described as a gifted man whose ingenuity revolutionized psychology as a science; in fact, seven years after the publication of this research, McGill University and the American Psychological Association nominated him for a Nobel Prize.

Unknowingly, Hebb reached conclusions that would set the agenda for CIA investigation on emerging techniques of psychological torture and interrogation. Five years later, Dr. Donald Ewen Cameron, this story’s Mr. Hyde, entered, with an unstoppable will to finish what Hebb had started.

When Cameron started his research, he was the head of the Allan Memorial, which at the time was McGill’s psychiatric treatment facility. Although they were separate legal entities, the Royal Victoria Hospital and McGill were unequivocally bound through their medical professionals. Cameron received a salary from McGill but was medically responsible to the hospital. Besides his work on campus, he was a world-renowned professor and a leading figure in the psychological sciences, serving as president of multiple psychiatric associations.

It was determination and ambition that made Cameron a world-renowned psychiatrist. During his most controversial experiments, he strove to break barriers in the understanding of mental illness, but at the expense of his patients’ well-being. In a report to the Canadian government in the mid 1980s, sources reveal that Cameron was “ruthless, determined, aggressive, and domineering … He seemed not to have the ability to deeply empathize with their [patients] problems or their situation.”

When the whistle blew on Allan Memorial, Cameron’s stern portrait turned into the evil stare of a “mad scientist,” as media reports explained the nature of his research.


MK-ULTRA Subproject 68

Cameron’s research was based on the ideas of “re-patterning” and “re-mothering” the human mind. He believed that mental illness was a consequence of an individual having learned “incorrect” ways of responding to the world. These “learned responses” created “brain pathways” that led to repetitive abnormal behaviour.

Dr. Cameron wanted to de-pattern patients’ minds with the application of highly disruptive electroshock twice a day, as opposed to the norm of three times a week. According to him, this would break all incorrect brain pathways, thus de-patterning the mind. Some call it brainwashing; Cameron called it re-patterning.

He held the view that mental illness was also a result of poor mothering. Thus the de-patterning processes rendered the patient’s mind in a child-like state and through re-patterning the patient could be “re-mothered.”

With this framework in mind, Dr. Cameron set out to prove his theory using questionable methods on unwitting patients.

Step 1: To prepare them for the de-patterning treatment, patients would be put into a state of prolonged sleep for about ten days using various drugs, after which they experienced an invasive electroshock therapy that lasted for about 15 days. But patients were not always prepared for re-patterning and sometimes Cameron used extreme forms of sensory deprivation as well.

Cameron described the experience: “there is not only a loss of the space-time image but a loss of all feeling that should be present…in more advanced forms [the patient] may be unable to walk without support, to feed himself, and he may show double incontinence.”

Step 2: Following the preparation period and the de-patterning came the process of “psychic driving” or re-patterning, in which Cameron would play messages on tape recorders to his patients. He alternated negative messages about the patients’ lives and personalities with positive ones; these messages could be repeated up to half a million times.


Kubark, or how the CIA learned to torture

The experiments done at McGill were part of the larger MK-ULTRA project led by Sidney Gottlieb of the CIA. In 1963, the year in which MK-ULTRA ended, the CIA compiled all the research into a torture manual called the Kubark Counterintelligence Interrogation Handbook. Yes, a “torture manual” that would eventually define the agency’s interrogation methods and training programs throughout the developing world.

The Kubark, which is nowadays readily available, cites the experiments conducted at McGill as one of the main sources of its techniques for sensory deprivation. The document presents some eerie conclusions. An excerpt from the instructions to CIA interrogators reads, “Results produced only after weeks or months of imprisonment in an ordinary cell can be duplicated in hours or days in a cell which has no light, which is sound-proofed, in which odors are eliminated, et cetera,” In essence, the psychological paradigm taken by the CIA would not have been possible without Hebb and Cameron’s research on sensory deprivation and psychic driving.

With names like MK-ULTRA and Kubark, these experiments sound like they are out of Anthony Burgess’s A Clockwork Orange. Hebb and Cameron’s work feel so far removed from modern North American life. However, there is strong indication these methods have been used in the United States of America. Following 9/11, the war on terror and the generalized fearmongering that ensued, the Bush administration changed the rules of the game out of concern for homeland security. Then-U.S. Secretary of Defense Donald Rumsfeld approved special practices that included the “use of isolation facility for up to thirty days.” All of a sudden, the U.S. allowed the use of torture methods developed just up University.


Lawsuits

Only decades later, in the 1980s, did past victims speak about their experiences, and by the nineties, the lawsuits began to pile up. In response, the Canadian government launched “The Allan Memorial Institute Depatterned Persons Assistance Plan,” which provided $100,000 to each of the former patients of Dr. Ewen Cameron. The compensation came from a recommendation by lawyer George Cooper, in which he clarified that the Canadian government did not have a legal responsibility for what happened, but a moral responsibility.

A week ago, I met with Alan Stein, a Montreal lawyer who has handled some of the most notable cases of Dr. Cameron’s patients against the Allan Memorial and the Canadian government.

Stein is an affable and zealous man whose passion for the practice of law became evident after few minutes of meeting him. Sitting at a big table, in what perhaps was the office boardroom, Stein showed me his signed copy of prominent Canadian author Naomi Klein’s The Shock Doctrine. On the cover she had scribbled, “To the lawyer who had the guts to take on the shock doctors and win.” Stein’s cases have set important precedents for former patients of Dr. Cameron trying to receive compensation. He has been one of the most important figures in offering Cameron’s victims some peace of mind. To this day, Stein receives calls and emails from people seeking compensation.

Curiously enough, Stein is also a man in full dedication to his work, in the same vein as Hebb and Cameron but with different results. As he recited by memory the many MK-ULTRA cases he has handled and talked about each of them as if they were still happening, I came to notice a connection between these three men. Hebb, Cameron, and Stein, in their respective eras, had the same relentless determination to their occupation. However, what set them apart so vastly was their morals and in a sense, their ability (or inability) to empathize with other individuals.


Legacy for McGill University

When the news broke of the true nature of Cameron’s research, McGill University and Allan Memorial were the names on everyone’s lips. A respected educational and research institution had hosted some truly macabre events and shaped the course of torture methods for many years to come.

As Abraham Fuks, Research Integrity Officer and former Dean of the Faculty of Medicine, explained to me in an email, the ethical framework for research has undergone vast changes in the past half a century. Since the seventies and early eighties, Canada and McGill have a regulatory framework for the ethical conduct of research with various mechanisms to ensure its implementation. New rules, stricter journals, and peer reviews are set to uphold medical standards.

Cameron’s research at the Allan Memorial could not be possibly carried out today. With hindsight, it is easy to condemn Cameron, Hebb, and possibly every person associated with the MK-ULTRA project. Although some of these men deserve condemnation, it is important to recognize our own privileged position: A position with more information and a different set of values in which judging the past almost happens by default.

But the legacy lives on, and what Cameron did fifty years ago will always be part of our collective consciousness and identity. Unmistakably, reviewing dark stages of our history exposes the volatility and fragility of the research conducted not only at McGill, but at all universities. This story highlights the importance of criticism on all types of research done at this institution, be it military, pharmaceutical, or medical: every piece of research will impact lives and perhaps change the course of humanity.

It’s likely that 50 years from now, a bigheaded student journalist with the gift of hindsight will denounce a McGill research project that is currently underway. On that day, we will be accountable for letting it happen.
