Are the C-SPAN servers behind some sort of paywall where you are? They aren't in the U,S,

You might be able to get around the problem by setting up a virtual private network (VPN) that would make it appear that the file request was coming from an American city instead of where you are. There are some free vpn services available, though the bandwidth might be throttled a bit. Googling "free internet vpns" or something similar should produce more information than you need.

It would just be nice to be able to download the cspan presentations. All I see is buying a DVD. They seem to have some software that doesn't allow downloading. I can watch it for free. Is it different in the USA?
