Death ruled a homicide
The body of a military expert who served in three Republican administrations was found dumped in a landfill over the holiday weekend, and investigators said Monday they do not know who might have killed him.
John Wheeler III, 66, was last seen Dec. 28 on an Amtrak train from Washington to Wilmington. His body was found three days later, on New Year's Eve, as a garbage truck emptied its contents at the Cherry Island landfill. His death has been ruled a homicide.
Wheeler, who served in Vietnam, helped lead efforts to build the Vietnam Veterans Memorial wall in Washington.
The former Army officer lived in New Castle and worked as a consultant for The Mitre Corporation, a nonprofit based in Bedford, Mass., and McLean, Va., that operates federally funded research and development centers.
Police have determined that all the stops made Friday by the garbage truck before it arrived at the landfill involved large commercial disposal bins in Newark, several miles from Wheeler's home.
"He was just not the sort of person who would wind up in a landfill," said Bayard Marin, an attorney who was representing Wheeler in a dispute over a couple's plans to build a new home in the historic district of Old New Castle where the victim lived.
Wheeler, the son of a decorated Army officer, was a graduate of the U.S. Military Academy. He retired from the military in 1971.
Wheeler served as a special assistant to the secretary of the Air Force under President George W. Bush, and in the administrations of Presidents Ronald Reagan and George H.W. Bush. He also was the first chief executive of Mothers Against Drunk Driving.
As the first chairman of the Vietnam Veterans Memorial Fund, Wheeler led the multimillion-dollar fundraising effort to create the memorial on Washington's National Mall.
Fund founder and president Jan Scruggs said Wheeler dedicated himself to ensuring that service members were given the respect they deserve.
"I know how passionate he was about honoring all who serve their nation, and especially those who made the ultimate sacrifice," Scruggs said in a statement released Monday.
In a forward for the book, "Reflections On The Wall: The Vietnam Veterans Memorial," Wheeler wrote that the beauty of the wall photos in the book comes from the black granite's reflective quality.
"Before construction of the Vietnam Veterans Memorial, those of us working on the project knew the wall would be shiny and reflective," he wrote. "But no one anticipated the sharp, true, and expansive mirror quality of the wall. The high polish of the black granite surface reflects blue sky, green trees, the Washington Monument, the Capitol Dome, the Lincoln Memorial, and the expressive faces of visitors who approach the Wall."
Wheeler's military career included serving in the office of the secretary of defense and writing a manual on the effectiveness of biological and chemical weapons, which recommended that the United States not use biological weapons.
"He was a very humble kind of guy, actually," Marin said. "He was never the kind of person who would talk about all the wonderful things he did in his life."

BIOGRAPHY OF JOHN WHEELER
John Wheeler is a defense consultant. He served as the Special Assistant to the Secretary of the Air Force, Washington, D.C. from 2005-2008, when he became the Special Assistant to the Acting Assistant Secretary of the Air Force for Installations, Logistics and Environment. His mission was to carry out tasks and monitor programs in support of goals as directed, and support the Air Force Secretariat with data gathering, team organization, liaison, analysis and/or options for action. Principal tasks included standing up Cyberspace Forces and placing Precision Strike technology and Real Time Streaming Video targeting links into the hands of groundfighters in combat.
Mr. Wheeler graduated from West Point in 1966, serving as a staff officer in Vietnam, the Office of the Secretary of Defense, and the Joint Staff before leaving active service in 1971. While on active duty, he authored the first Biological and Chemical Joint Munitions Effectiveness Manual and the analysis supporting the President's decision that the U.S. will not use biologicals. He was also on the Red Integrated Strategic Operational Plan Team to test the Single Integrated Operational Plan. His career combines federal service and starting up, growing and turning around companies and charities. He was Secretary, U.S. Securities and Exchange Commission, on the team that worked major insider trader investigations, and consultant to the acting Under Secretary of Defense for Acquisition, Technology and Logistics regarding tankers and other issues.
For President Reagan, he created the Vietnam Veterans Leadership Program, linking successful veterans with veterans needing jobs. For President G.H.W. Bush, he created the Earth Conservation Corps for at-risk youth.
He was Chairman of the Vietnam Veterans Memorial Fund, which built the Wall, and first Chairman and Chief Executive Officer of Mothers Against Drunk Driving, which led the 40 percent reduction in drunk driving casualties as of 2005.
He has also served as Special Counsel to the Chairman and CEO for the turnaround of Macy's, and he helped launch charities including the Jed Foundation to prevent college suicides, Support Our Aging Religious, and the Deafness Research Foundation's National Campaign for Hearing Health to end deafness with cochlear implants for children.

Newark police have identified the body discovered on New Year's Eve at the Cherry Island Landfill as 66-year-old John P. Wheeler of New Castle.
Wheeler, who lived part time in Old New Castle, worked as a defense consultant and had a long and decorated military career that involved working in the Reagan and George W. Bush administrations.
Wheeler also served as chairman of the Vietnam Veterans Memorial Fund, which built the wall in Washington, D.C.
His death has been ruled a homicide.
Newark police have had a crime scene unit at Wheeler's home at 108 West Third St. in Old New Castle all day today, with crime-scene tape roping off the prominent three-story brick home with black shutters.
Friends and neighbors were shocked to learn Wheeler had been murdered.
"This is just not the kind of guy who gets murdered," said Bayard Marin, a Wilmington attorney who represented Wheeler. "This is not the kind of guy you find in a landfill."
Wheeler worked in Washington, D.C. and investigators have determined he was on an Amtrak train from Washington to Wilmington on Tuesday, said Newark police Lt. Mark Farrall.
"The last place they can put him is getting off the Amtrak train in Wilmington," Farrall said.

"In January 1959, 485 employees from the Massachusetts Institute of Technology's MIT Lincoln Laboratory[2] transferred to a special not-for-profit corporation called MITRE. The corporation's origins, however, date back to the early 1950s as Division 6 at Lincoln Laboratory, which was headed by former President and Honorary Board of Trustee member Robert R. Everett. It was here that a revolution in technology occurred with the development of the Semi-Automatic Ground Environment (SAGE) for the United States Air Force. SAGE, a continental air defense system, became the first electronic command and control system. Its function was to monitor United States airspace along its borders. MITRE was created as a result of a request by the Air Force for a company to handle SAGE integration.
"The name MITRE was chosen by one of the original incorporators for its neutrality and positive feel. Some have suggested the choice was based on one meaning of mitre, 'the fitting together of surfaces.' Others have suggested that the first three letters also helped to honor MIT and the original MITRE staff. Perhaps both factors came into play.
"C.W. (Hap) Halligan, from Bell Laboratories, was elected the corporation's first president, while H. Rowan Gaither was named the first chairman of the Board of Trustees. In the beginning, MITRE occupied a series of buildings, including the Ring Building in Arlington, Massachusetts, before settling in Bedford in 1959."
"Less than a year after its founding, the need to locate near the Pentagon dictated the establishment of a liaison office in Virginia. MITRE expanded again in 1963 after the FAA gave the company system engineering responsibility for the projected National Airspace System (NAS). According to the Mitretek Systems's history, Mitretek links its origin to The MITRE Corporation. MITRE was itself spun off from the Massachusetts Institute of Technology (MIT) Lincoln Laboratory which began in the 1950s as the Lincoln Project at MIT. The Lincoln Laboratory was created to develop ground radar air defense systems for the United States. The MITRE Corporation was established as the "system engineer and overseer for the development of this highly complex system."

Even though he was cfr, it seems just as likely he may have ticked off someone for either (a) sharing secrets about the new usaf program, or (b) not sharing the secrets with cfr-prc agents.
