The history of this goes back to LBJ himself back in 1971.
He said this in his memoir.
People like Caro and Shenon picked up on it.
I think its pure baloney.
Number one, the idea that LBJ would consult with RFK on who to be on the WC, when in fact, they despised each other, makes no sense to me.
Second, after JFK fired Dulles, RFK called in Dean Rusk and asked him if the had any other member of the Dulles family on the payroll. Rush said that Eleanor Dulles, Allen's sister, worked the German desk at the State Department. Bobby said that he wanted her fired also because he did not want any member of the Dulles family around anymore.
So then, we are to believe that two years later, he wants Dulles on the WC, to investigate the murder of his brother, which Bob had doubts about almost immediately? Including suspicions of the CIA? When in fact, RFK had led the charge to have Dulles fired after the Taylor Commission report on the Bay of Pigs was submitted? During which RFK was Dulles' prime antagonist when he was on the stand, essentially calling him a liar. And then after, RFK brought Bob Lovett to the White House after reading the Bruce-Lovett report, in order for Lovett to tell JFK that this was a great opportunity for him to fire the guy.
Yeah sure.
