When you look at the footnotes to that, there is no document they cite from Katzenbach and RFK for this info.
The document they cite is from Walter Jenkins. Neither do they cite Katzenbach's testimony in public or private session.
They are talking about the idea of the blue ribbon commission being set up and they attribute it to Jenkins and Katzenbach. As Don Gibson has proven in spades, the HSCA was wrong about this. And in fact Katzenbach's memory on this was not good at all. Don then proved that not only was the HSCA wrong on this issue, they did not even mention the guy who actually first surfaced the idea. It was Eugene Rostow, talking to Katzenbach. And Katzenbach could not recall Rostow's name when examined. But it was then Joe Alsop who convinced LBJ to go along with Rostow's idea.
But according to the HSCA report that Shenon cites, it was Jenkins and Katzenbach who not only brought up the idea, but manned the commission.
