I would agree with previous comment, for the most part.
The 'goal' was maximum terror. Hijackings are very powerful in that regard. It could be the design was 'crash the planes, then bring down the towers and make it Look like the planes did it'
Or it could have been 'hijack planes, crash them , bring down the towers'. Only to subsequently find that the Zelikow story had no place for demolition, and it could have been a complete surprise to the planners that this would be the official narrative.
I'm sure the Kennedy assassins didn't envision the magic bullet theory.
