It might be more difficult to get people to believe that Al Qaeda had access to military-grade explosives and could somehow get them into the buildings on their own (though not impossible - London 7/7 for example, or Oklahoma City). Unfortunately, most people are easy to fool because they've spent their lives watching dumb TV shows and movies that depict someone blowing up a city/fortress/whatever with a matchbox-size bomb made in their garage, or cars that explode in an inferno when they crash.

The excessive explosions of 9/11 were easy for most Americans to believe in because they'd been pre-programmed to think in those terms.
