My opinion, the reason why this particular explanation is persistent is that it is forensically and ballistically on more sound scientific footing than the Warren Commission findings (and probably the HSCA findings). I know Bob P. is not a supporter of this theory, but Bob's work is a pretty convincing demonstration that the bullets behaved like more than 1 kind of bullet. The AR-15 bullet behaves quite differently after it strikes than the MC91/38 bullet. In addition, it offers the somewhat comforting possibility that the assassination was not a coup d'état but still explains the existence of a massive and willing post-assassination cover-up.
There is one other curious matter that, to the suspicious mind, lends credence to this theory. Howard(?) Donaghue [the gun guy that: a.) was one of only two guys in the US that actually replicated Oswald's alleged feat (3 hits in 7 sec. to a moving target from the correct altitude and distance) and b.) was the independent researcher that subsequently rejected the WC findings and originated this idea] actually went to Washington to participate in the HSCA, with his work and his findings, sat in the hearing room for a couple days, and wasn't allowed to give testimony.
