If you're looking for deeper currents, as it were, reflected in outward politics, could it be possible that the humiliating defeat of these candidates that oppose Cuban-US rapprochement is a sign that the "powers that be" are now determined to re-integrate Cuba into the Western World? (maybe we traded Crimea to get Cuba?) That would also explain Obama's unexpected, sort of stealthy, and seemingly sudden normalization of relations. I hear the MSM claiming that Obama's just doing anything to manufacture for himself a "legacy," but I kinda doubt that's all there is to it.
