Scott, there were relatively few communist countries in 1961-63. Most of the Third World was still struggling to overcome the effects of decades or centuries of being ruled over by European empires.
It was never about democracy then any more than it is about 'humanitarianism' now. And there were billions of people living in communist countries in 1961-63. East Germany, Poland, Hungary, Czechoslovakia, Romania, Bulgaria, Albania & the Soviet Union, China, Mongolia, North Korea, North Vietnam, India had strong ties with the Soviet Union and several states ruled by communist parties, Egypt, South Yemen, Syria, Iraq, Cuba.
