Bell turns from color to B&W as it turns onto Elm - is that in all copies?

For what it's worth, fellas, just came from a web page called www.digitalimprovements.com , which talks of color loss from this type of film. Perhaps this is all it was, but not sure. I'll write to them and see what they say about this OK?

I've seen gifs where the color does not disappear in favor of what appears to be replacement frames portions....
