On June 30, 1971 José de la Torriente, a well known person in Miami and leader of an exile group known as Plan Torriente, said that the CU had a plan where they would set up a base in Haiti for operations against Cuba. Torriente and his associates had discovered that the CU operations would be financed by the profits made from the sales of illegal drugs. Because of this, Torriente and his group refused any co-operation with the CU. Torriente turned this information over to the U.S. Bureau of Narcotics and Dangerous Drugs. A few days after he reported this, Torriente would be assassinated. Torriente had retired as vice president of Collins Radio and was living in Coral Gables, Florida. Scott (Kaiser) asked (name unknown) [Richard Poyle] if he knew anything about a large amount of drugs being smuggled by small boats with Cubans from the United States. "I met more and more Cubans and got involved in their problems more and more and as I did I understand that to help them in their fight in Cuba would help cut off the head of the snake who is biting us. Who is poisoning our sanity with drugs and drugs leads to pimps and prostitution. FBI 105-18943.


When Torriente went to the FBI to inform them that the Cubanos Unidos were financing their operations through drugs, SA Robert Dwyer questioned Edwin Kaiser if this was true, my father said no, he's not aware of any drugs flowing through the group nor is he aware of how Navarro is receiving the funding to train his group, my father went on to say, if Navarro is receiving funds, he wasn't getting paid. Edwin Kaiser said, he was not, and has not been associated with any drugs to finance any operations. Three days later after Torriente reported this information to the FBI a sniper fired at Torriente. Special Agent Robert Dwyer did some investigation on Kaiser and it appeared that Kaiser was then somehow involved in narcotics supplied by the CIA. Kaiser put $15,000 down as a deposit on a home, bought a new Eldorado Cadillac for himself and a new Buick automobile for his wife.
