I think the second and third documents refer to a much smaller reactor near Dimona that the USA actually helped fund. But only because the size specifications precluded it being used to create weapons grade plutonium.
Mattson talks about this in his book, how Israel refused it at first, but Dr. Bergmann later agreed to its use. And it was used as a cover for the joint company ISORAD. This aided in the cover up of the U 235 shipments.
