With the exception of some of the special ops paramilitary people, the CIA was full of elite academics who had an enlightened international outlook to the extent that was possible at the time .

Wow. I can think of a lot of ways to describe the mind sets of people like Dulles, Helms, Angleton, Harvey, etc. but having an "enlightened international outlook" would not be one of them.
