It seems pretty obvious to me that given it was published by the NYT - of all newspapers, that it was leaked by John Kerry's camp. Especially given the recent comments by Russia's Foreign Ministry praising Kerry's efforts in Syria but revealing he had been undermined at every step by Obama.
