In a nutshell, not as I suspected, but as I've said, the Commission was in place to put on an elaborate show of illusions, allowing the other three letter agencies to carry on their propaganda, such as using the word Mexico in drafted cables over and over.
The commission was set "in place" by the president of the United States to avoid division between Congress, whereas the anti Castro Cubans could have influenced their states Republicans a war with Cuba is the answer.
By having the commission in place overrides a congressional hearing, meaning, when Congress did hold it's hearings, no war would break out, no blame on Castro would be considered after years of investigations.
This IS what they wanted, war... And because members of the WC later came forward stating there really isn't enough sufficient evidence to accuse Oswald, the commission did't know who to blame.
So, it remains Oswald until evidence proves otherwise. You're not going to want to pass up reading my update.
