The reason Oswald was named, and the cover up began, is because LBJ didn't want to drag the US into WWIII. He didn't want to be that president who went to war with Russia, and Cuba, but he gave them VN. Johnson would not run a second term.
It would be up to Nixon, and it's not like they didn't try and force Nixon into declaring war on Cuba after shutting down VN. The problem is, after Nixon shutdown JM/WAVE they declared war on Nixon.
