I'm not sure I understand this and certainly, from a technical standpoint, it's implementation falls outside my purview.
But it sounds like a useful idea in some sense... I'd like to see it in action in a trial or mock format.
I believe, if I understand the thing properly, it allows some ranking of content and source for the purpose of cross-illumination.
It doesn't sound to me as though it would be a 'popularity' contest or that it would suppress someone's content or voice, or force conformity, all of which would be negative or possibly destructive effects.
On the other hand, it would provide the reader with additional information about how the poster, source and content were perceived by a wider group of people, and it would provide feedback to the poster as well his or her sources, content and selected topical focus, all of which would have positive effects.
I do appreciate it being posted.
