Surely it depends on whether they were witting or not.
Ludovik Zamenhof invented Esperanto under the pseudonym Dr. Esperanto. He was a Jewish medical doctor from Bialystok who moved to Kovno/Kowno/Kaunas and set up practice there. Esperanto was utilized by intelligence agencies to pass information, and was banned by certain governments for that reason for a time. It is essentially a large international pen-pal club. Zamenhof was also a linguist and did some early work on Yiddish.
Volapuk or Novial (Otto Jespersen and Ed Sapir) might be better candidates for construction for use by intelligence agencies, but I don't know. Usually spooks are mroe interested in hiding information than providing keys for universal comprehension. Things like the Voynich manuscript are more appealing to them because it offers the possibility of a practically unbreakable cypher.
Ironically, Chomsky described what he called the Deep Structure of language (this forum is called Deep Politics). I never had any use for his political writings, he des seem like a left foundation CIA gatekeeper to me, but I did read one of his deep grammar papers once from early in his career and it made some sense. It was about syntax and how anticipation of following words codes grammar or vice-versa.
I do see a real problem with what Chomsky does, because he has some credibility among leftists and anarchists. For example, Jello Biafra, the founder of Dead Kennedys and Alternative Tentacles Records, thinks Chmosky is "right on." At the WTO in Seattle he performed with DOA for some No NWO concert and in his usua, pre-performance whining session/sermon Biafra said "If Chomsky were black he'd be dead by now." Apparently Chomsky was floating around nearby somewhere. Biafra is not a left gatekeeper. Biafra's sincere about freedom and fighting tyranny. He's even intelligent at times, which makes up for his bitching and moaning other times. Chomsky leads a lot of people astray, apparently. Or maybe they just pretend to take Chomsky seriously.
