The wildcard is always an individual. As Algis Budrys wrote. There'll always be this mental block, called individuality.

Did you happen to catch that BBC dramatization of the Art Bell Show? It must've come out in 99 or 2000, but concerned the "mothership" behind Hale-Bopp, remote viewing and the Heaven's Gate hid in Jerusalem's Wall.
