Strange name really as the myth of the Phoenix is that it rises from death - the Rebis. However, it certainly wasn't the mass dead of Vietnamese who were raised, Lazarus like, so I wonder what or who was symbolically raised?
Interesting in that I saw another use of the mythical Phoenix in reference to the rehabilitation of brownfields by the EPA, it forming the name to an award given to success in that arena, the fellow who adopted it into his Internet nom-de-plume having been a student of Nietzsche and having perhaps been the product of a sternly authoritarian and perhaps abusive household.
Perhaps you are right in wondering how 'they' have harnessed the myth/approach to the collective consciousness. I think of the use of that particular bird as in the re-birth of the unspeakable dark animal of power and death -- but that I haven't yet mastered those Jungian books recently arrived. My own education is lacking in not having been exposed to the Germanic approaches and gods, titans and mythologies.
And I still owe a response to your connecting dots challenge of above, but that will have to sink back into my unconsciousness for a bit. The connection is there, and you know it. I have to tease it out, however, in order to be able to express it more clearly than I can at the moment.
