Gottlieb was not an alcoholic, nor was he a renegade of any sort. Gottlieb had nothing to do with the French experiment: it was entirely operated by SOD at Camp Detrick and Artichoke Project at CIA. People of all stripes often confuse Artichoke and MK/ULTRA as being one and the same. They were not. MK/ULTRA was run by the Agency's TSS branch. Artichoke was run by the SRS of the Office of Security, CIA. There was friction between both these branches. Further, MK/ULTRA never replaced Artichoke as is commonly reported. Artichoke was operated independent of MK/ULTRA until around 1963 when it was renamed. Artichoke was actually considerably more horrifying than MK/ULTRA, and it had three essential components: (1) interrogation/torture; (2) mind-control and mind control research; and (3) assassinations.
