Cliff, the controllers of the global drug trade were/are, by definition, Facilitators.
They were/are in service to the larger -- much larger -- and overriding agenda: the maintenance of minority control over the majority population.
All power and profit stem from such control.
And those agendas reflect the needs and wishes of the Sponsors.
I hope that this crystallizes the Sponsor/Facilitator distinction for you.
Your take on Facilitators is, I believe, on-target.
Alas, your proffered Mechanics definition suffers from the same fatal malady afflicting your Sponsors model.
