I think for the most part that they make use of, and are aware, that the impression words convey to the public mind are often very different to the meaning that are actually attributed to them by these twisters.
In other words they engage in a sort of controlled schizophrenia.
For example, the definition of "accountable" as in "accountable institution", simply means "answerable" or "explainable". So if Parliament is an "accountable institution", then MP's are responsible for s'plaining it -- and who better to explain a=b than a pol.
Under this usage "effective economies", mean an economy that has an "intended" or "expected" effect - i.e., wholesale plundering.
It can also mean an economy that is "prepared for use or action, as in warfare" - i.e., wholesale plundering again
