A small legal victory, I fear will be ignored. There have been a few other such...to NO effect. The Administration will probably appeal it - and the Supreme (sic) Court is always sure to back the National Security / Corporate State. In fact, in an illegal legal (sic) way, I believe secretly the Executive believes it has the right to do this via secret Presidential signing statements - one of the most pernicious aspects of the current form of undemocracy. Some are public, some are secret. We live under a cryptocracy, and they 'ain't about to let that change - whatever some judge says. :
