Also, thinking about it, the bit about a 'genuine nuclear weapon with a bit missing' really is a bit naff. If a nuclear weapon were 'discovered' and forensically examined by people not in on the scam so-to-speak, it would be pretty damned obvious who had built it. It would also be pretty damned obvious there was 'a bit missing' rendering it inoperable, which would rather spoil things - I suppose Pakistan could plausibly be put in the cross hairs but the missing bit - hmm not sure how that could be handled.
Why not just get the FBI to find any old piece of kit that made their geiger-counters tick a bit, then ship it off to people who WERE in on the scam, never to be seen again - just like the 911 plane bits.
