Not so sure about the killed elsewhere bit though. Carrying a body - in that bag or otherwise - to and into that building and to the top floor would risk all manner of unwelcome observation.
I recall Paul R speculating on a possible connection with Williams' Kabul visit earlier in this thread. I've fleshed out a few more on Wikispooks - notably a possible Israeli connection (first mentioned here by Christer Forslund) and a Russian one based on the Name of the property owners "New Rodina" (New Motherland in Russian and Bulgarian) - BVI registered - "The Rodina Society" having been a well established front for KGB activities during the cold war.
I agree the fluid may well have been to accelerate decomposition - and/or complicate the toxicology testing. Another obvious reason for 'in a bag in the bath' is to inhibit the spread of decomposition smells and body fluids seeping through the floor/ceiling below, in order to delay discovery for as long as possible.
