That was LBJ's assignment, and he was good at that.

That sums up my view. Presidents are, after all, stick figures, they follow orders. Big money, black intelligence, the men in the shadows make the decisions. Particular of this magnitude. And successive presidents walk in lockstep repeating the transparent cover story.

It's easy to FIRST look to LBJ as he was the obvious person to greatly benefit.
