It seems to me, that during a drill, everyone is focused on the war game[s] and not on the real world and they are actually [for the real world] in a lower state of readiness and alert - add the confusion of possibly not telling real world from game event - I think this is why 'events' [whether real terror or false-flag ones] are snuck in during drills so often. There is also the wonderful advantage of turning a drill 'live', if even for a few in the know.....the rest left to be be confused and scratching their heads. Sinister world these days.
