Yes. Conspiracy is proven absent the Z film. However the headshot does help prove it. And I am now in the "tampered with" camp, even though I have read none of the books dealing with alteration. That the car comes to a near full stop in the real Z film is proof enough to me. The conspirators did not wish the Secret Service to be implicated perhaps?
